尋人高手名聲遠播　安寧病患跨越半個台灣尋親

【黃楷棟／新北報導】新北市海山分局戶口組蔡淑女巡佐尋人功力名聲遠播，連遠在花蓮的慈濟醫院志工都向她尋求協助，蔡淑女也幸不辱命完成1名安寧病患臨終前認祖歸宗的心願。

上月中花蓮慈濟醫院1名因病陷入彌留狀態的病人龍先生，最想完成的心願就是能夠和分散了30餘年的兄弟姐妹一家團聚，慈濟醫院志工得知新北市海山分局有1名尋人高手蔡淑女巡佐，協助很多與家人失聯的民眾找到返家的路，便打電話希望能為龍先生完成他這人生道路的最後心願，蔡巡佐得知後也立即展開了這趟協尋家屬任務，最後順利找到龍先生住在基隆的家人，完成這趟相隔半個台灣的的超級尋人任務，龍先生完成心願後也安然的離開人世，讓蔡巡佐相當感慨。

廣東H7N9 不排除人傳人

廣東省衛生廳昨晚通報，廣東省確診1例人感染H7N9禽流感病例，不排除有限人傳人的可能，但還不致於引起社區傳播。

新華社報導，這名病例的96名密切接觸者中，已有54人解除醫學觀察，42人仍需繼續觀察。

經過專家調查，對這個案例的研判是：廣東仍有H7N9禽流感散發的風險、不排除有限人傳人的可能、尚不會引起社區傳播。

廣東這名患者姓陳，51歲女性，住在惠州市博羅縣，在博羅墟鎮市場從事家禽宰殺工作。

她於8月3日因發燒到惠州市中心人民醫院就診，9日晚轉到廣州醫科大學附屬第一醫院呼吸疾病研究所接受治療。昨天上午由廣東省防控H7N9禽流感專家組組長鍾南山主持全院會診，制訂治療方案。患者目前病情仍較危重，但神志清楚。

陳姓婦女的兒子於9日晚出現低燒，體溫攝氏37.8度。10日凌晨檢驗H7N9呈陰性，已無發燒。

伊朗中鋒哈達迪：中華隊強過中國男籃

【綜合報導】雖然在今天晚上的亞錦賽準決賽中，中華台北隊輸給了勁敵伊朗隊，但賽後伊朗隊當家中鋒、身高2.18公尺的長人哈達迪(Hamed Haddadi)在接受媒體訪問時，不忘盛讚中華台北，他認為這屆亞錦賽中「中華台北更強」，「我覺得中華台北隊更難打一些，中國男籃這屆亞錦賽表現不好，台北隊在進攻和防守上都做得更好」。

哈達迪在今晚的比賽中貢獻了17分14籃板，表現出色，根據搜狐網報導，有美國職籃（NBA）資歷的哈達迪在比賽結束後，邊走邊大喊「寶貝，我們要去西班牙了」，為伊朗隊晉級明年的西班牙世界盃高興。賽後記者會上他也坦承，自己有5次失誤，且沒有蓋半次火鍋，很不滿意。

俄羅斯計畫耗資150億美元打造「創業特區」，打造下一個矽谷

193254172c53ceeabcd81f8dd6151da1 一個名為斯科爾科沃（Skolkovo）的專案在政府的主導下誕生。這項計畫的核心是在莫斯科城郊，劃出一塊1000畝的土地，把它建成一個由風投支持的創業公司、科技研究和教育的中心。

作為曾經第一個將人類送入外太空的國家，俄羅斯決定在科技方面繼續它的榮光，要在科學、教育和創新領域，打造「30年來第一個全球性專案的成功範本」。

一個名為斯科爾科沃（Skolkovo）的專案在政府的主導下誕生。這項計畫的核心是在莫斯科城郊，劃出一塊1000畝的土地，把它建成一個由風投支持的創業公司、科技研究和教育的中心。

作為一項頗受爭議的計畫，斯科爾科沃已經在2010年花了500億盧布(約16億美元)建立起雛形，而現在它又獲得了政府在未來7年裡另外40億美元的資金投入承諾。在政府之外，私人投資者也會參與到這個項目中。根據《莫斯科時報》的報導，到2020年，斯科爾科沃的新融資額將總共為150億美元。

當然，斯科爾科沃遭到了不少批評。這個項目是否太荒唐、太不切實際了？是否會有腐敗的問題？這些都俄羅斯創業者們會經常激辯的問題。

事實上，這些創業者們並沒有多慮。今年早期，這個專案就捲入了一樁貪污的醜聞，導致副總理蘇爾科夫（Vladislav Surkov）辭職。不僅如此，由於是政府推動，官員的態度就成為核心因素。這個項目的主要支持者是前任總統梅、現任首相梅德韋傑夫，而他的老搭檔普京對這個項目是否支持，將成為關鍵。

根據TechCrunch歐洲記者的描述，在今年早期的時候，這個地區還是一幅荒涼的樣子，僅僅是一個由鋼筋、玻璃、混泥土搭建的會議室和集中辦公的地區，周圍都是大片的空地。看起來進展比較緩慢。

但是，隨著新的撥款承諾，這個計畫也在繼續前進。類似諾基亞、西門子、三星和思科等大型科技公司都已經答應把研發資源搬到這個中心，它也已經和1000家創業公司建立了聯繫。現在整個園區已經提供1.3萬個工作崗位。

微軟是率先宣佈對斯科爾科沃專案感興趣的美國跨國公司之一，還計畫對那裡的俄羅斯初創公司進行投資。比如俄羅斯語音翻譯技術公司Speereo就從微軟手中獲得了5萬美元的種子資金，而從斯科爾科沃基金會那裡得到了另外5萬美元。

有評論稱，斯科爾科沃就像是蘇聯時代秘密科技城市的的現代版。它是一個經濟特區，在稅收上會有5-7年的減免，同時對創業企業會有各種獎勵措施。甚至它還提供專有的「創業公司簽證」，在法律上允許國外的創業者在那裡工作。

不管怎麼說，這個「特區」將得以讓創業者們規避俄羅斯對於新商業來說非常複雜的法律規定。此前，很多俄羅斯創業公司都決定到盧森堡或者賽普勒斯去發展，因為在那裡，智慧財產權的保護將會更嚴格。風投們也都傾向於在俄羅斯以外的地方開展投資，因為小股東們的權益在俄羅斯通常也很難得到太好的保護。

不過，俄羅斯政府對這個項目寄予了很高的期望。項目的資助人之一、億萬富翁維克塞爾伯格(Viktor Vekelsburg)以及該國的最高政治領袖們希望，斯科爾科沃至少能像矽谷那樣好，或許更好，從而讓俄羅斯的經濟多樣化，擺脫對自然資源的依賴，並在國家內部建立起創業文化。

俄羅斯總統助理達瓦科維奇(Arkady Dvorkovich)曾在APEC峰會上表示，未來的俄羅斯是個科技強國，可以與矽谷的智囊團和人才一絕高下。

這種政府+資金驅動的方式，在幫助蘇聯把人送上太空之後，真的還可以幫助俄羅斯成為創業國家嗎？
