【大紀元2013年10月25日訊】（大紀元記者周行多倫多報導)10月24日，加拿大就業、社會發展及多元文化部長康尼（Jason Kenney）呼籲各省及特區立即採取行動，改革現行學徒系統，以適應加拿大經濟發展對技術工人的需求。

加拿大行業出現技術短缺的現象日益嚴重，聯邦政府近一段時間一直在在強調加強技能培訓，鼓勵更多人參加學徒計畫。不過對很多華人移民來說，不需要參加學徒培訓就拿到了執照，但是，他們認為需要掌握本地技能才能勝任工作。

在渥太華對加拿大學徒董事委員會（CCDA）的講話中，康尼強調學徒培訓在加拿大遇到的挑戰，比如一些省份的師傅（journeyperson）與學徒比例要求很高，學徒畢業率很低，缺乏雇主參與，各省和特區的學徒系統不一致等。

「加拿大雇主越來越需要高度熟練的工人。要創造就業機會，經濟增長和長期繁榮，我們必須使技能培訓與職場需要相匹配。」康尼說，「各省和特區需要改革他們的學徒制度，為加拿大的工人創造更多機會，同時幫助解決技能短缺問題。」

康尼提到，加拿大與歐盟簽署的自由貿易協定，給加拿大商界打開了歐洲5億人口的消費市場大門，將創造8萬份工作。要利用好這個機會，解決技能短缺問題就顯得更重要。

同時，康尼敦促加拿大學徒董事委員會改革其在1950年代建立的紅印（Red Seal）計畫，該計畫使55種技工享有跨省份工作的權利。康尼稱，這計畫應該增加更多的技工類別。因為加拿大的勞工市場變動很大，現在已經不是1950年代，加拿大需要給更多勞工提供更多的移動能力。

*完成學徒計畫比例偏低

康尼說，現在全國有40萬人登記加入學徒計畫，但完成計畫並獲得執照的人數比率很低。主要遇到的障礙，包括學徒缺乏收入、無法獲得政府提供的學生貸款等，這些都是聯邦和省政府需要考慮改變的因素。私營機構方面，已經有大公司在支持社區學院提供學徒課程，他認為一些公司也會準備資助高中提供這樣的課程。

獲得技工執照，不是一定要參加學徒計畫。在多倫多開汽車修理店的陸巖在中國學汽車專業，在加拿大做了6年修車工作後，去參加考試，獲得了汽修技術員執照。他說，他當時不知道有相關學徒課程，提供相關專業的學歷及足夠工作經驗證明，就可以參加執照考試。

梁先生10年前拿到安省電工執照，完全是用在中國的相關學歷和經驗，去報名參加執照考試。

按聯邦政府2013年的經濟行動計畫，打算培訓加拿大本國人去填補缺人職位的雇主，可以申請加拿大工作補貼（Canada Job Grant），聯邦和省政府，加上雇主共提供15,000元。政府對參加紅印學徒訓練及完成訓練的人，最高提供4,000元的抵扣稅優惠，可報成本包括學費、工具及其他開支。

*市場對技工要求 看重動手能力

梁先生在多倫多經營Topsafe Electric Inc.。他說，他有4個執照，有Contract license才能開公司，有Master Electrician 才能管理工程，有其他基本的執照才能自己動手幹活。

10年前梁先生考取安省電工執照時，靠的是在中國相關學歷和經驗，然後開始積累加拿大工作經驗。他說，沒有這裡的實際經驗還是有困難，需要跟別人學。「為什麼人家說，你沒那麼多經驗我不信你，就是這原因。」

【大陸中心／綜合外電報導】近日有中國網友上傳一段驚人影片，拍攝地點唯一間學校教室，數名男學生在課堂上不斷傻笑，其中1名穿黑色外套的青年拿起1個的透明寶特瓶，瓶內有一個黑色物體，雖然鏡頭沒有近拍，上傳的網友表示瓶中的黑色物體是一隻蟑螂。

影片中可以看到黑衣青年望著寶特瓶，猶豫了一會兒，期間身旁同學不斷出言慫恿，青年最後深呼吸後，一口氣將那疑似蟑螂的物體吞下，鄰座同學看到一副不可置信的表情，不過吞下不明物體的青年，倒是一副沒什麼大不了的樣子。
