(軍聞社記者陳映竹臺北卅一日電) 國防部副部長嚴德發上將今天視導中科院系統製造中心及「博愛分案」工程的執行概況，瞭解近期重要任務與修建進度，並代表部長嚴明慰勉官兵留值辛勞。

　嚴副部長上午由軍備局長金壽豐中將等人陪同，前往中科院系製中心和「博愛分案」工地，在相關工作簡報後，提出相關內部管理和施工品質等項指導。

　嚴副部長表示，系製中心為深具高科技的專業單位，肩負國防自主能量生產與研發的重責大任，從基層員工到領導幹部要嚴整工安及紀律，並恪遵標準工作程序，按「程序、步驟、要領」操作，消弭各項危安因素，同時更要與各軍種保持聯繫，瞭解使用單位需求，共同為建構國軍「防衛固守、有效嚇阻」的堅實戰力而全力以赴。

　嚴副部長在視導「博愛分案」整建工程時，除聽取相關施工計畫簡報，就施工窒礙問題提出研討和指導外，也現地瞭解機電、空調等工程的實際裝配情形，要求相關單位確遵「勞安」、「工安」等規定，落實品質要求，貫徹工地紀律，並做好各項安全管制措施，防止意外災害發生，確保工程順利完工、驗收。

　嚴副部長強調，營建工程特重「品質」與「安全」，各監造、營管人員應落實風險管控作為與工地安全防護工作，並採通力合作、權責分工方式，確實管制施工進度，共同努力達成高品質完工的預期目標。

【綜合報導】美國田納西州43歲女子布拉克（Christie Black）上周涉嫌偷取男友的5000美元（約15萬台幣）現金，為隱藏罪證，竟把鈔票塞進肛門。男友再三質問錢的下落時，她才承認已塞進肛門。
 
《紐約每日新聞》報導，布拉克向男友表示，因為擔心被他趕走，無處容身，才偷了那筆錢來找地方棲宿。布拉克被揭發後，試圖用鉗子把錢弄出來，不但不成功，還導致嚴重出血，送醫救治。醫生將鈔票取出後，由警察帶走，作呈堂證供之用。

【戴安瑋／台北報導】潭美及康芮颱風來襲重創台灣農業，農委會發布最新農業損失統計，達4億4456萬元，其中落花生、2期水稻、玉米、番茄及木瓜等農業損失達3億1707萬元最多，其次是雞死亡43萬6千多隻、鵝2萬4千多隻及豬3萬2千頭，估計損失金額6552萬元。農損最嚴重的縣市是雲林縣達1億5534萬餘元、嘉義1億5362萬餘元。

農委會說，雲林縣、嘉義縣可依「農業天然災害救助辦法」辦理低利貸款。

【李恩慈／台南報導】雲嘉南高屏五縣市首長今天齊聚台南市政府，說明南台灣縣市具體治水成效與後續治水需要，並力爭中央政府續編6年6百億治水特別預算。台南市長賴清德溫情喊話：「淹過水的人才知道淹水比死還痛苦」，並強調如果沒持續治水，等於半途而廢；賴清德也呼籲，請總統馬英九和中央部會等官員一起到南台灣來一趟「治水成效和治水需要之旅」，貼近人民心聲與了解災民淹水的切身之痛；5人會後握起拳頭齊喊：「為民請命、延續治水」。

台南市長賴清德、高雄市長陳菊、雲林縣長蘇治芬、嘉義縣長張花冠和屏東縣長曹啟鴻上午在台南市政府一字排開，分別準備簡報說明之前8年8百億治水經費用到何處去，張花冠說：「頭已經洗一半了，不能不洗完啊！」陳菊說，治水問題沒有政黨顏色之分。 蘇治芬認為6年6百億的特別預算甚至應該縮減為3年6百億；曹啟鴻指出，天要下雨、娘要改嫁都是不可抗拒的因素，地方政府能體諒中央政府財政困難，但治水需有持續性，也歡迎各界檢視各縣市治水工程的執行成果。

瓜地馬拉總統培瑞茲稍早在參加國家祈禱早餐會上時宣稱，「耶穌」才是國家的主人，他語重心長地指出，每次看到同胞因治安問題死於非命，令他非常痛心，處理國事如麻，他必須倚靠耶穌的力量才能正確地處理國事，帶出國家的改變。在場的還包括2位美國議員。

根據世界經濟論壇指出，中南美洲備受組織型犯罪所苦，因為會破壞治安、人權及民主發展，同時抑制當地經濟發展，其中，犯罪率與貪腐更是影響經濟的2大主因，面對瓜國犯罪率升高，培瑞茲在國家祈禱早餐會中表示，「每天早上看到同胞稍早死於暴力手段下，令人相當難過。我也知道，我唯有倚靠耶穌賜給我的力量，我才能有能力想辦法改善這些問題。」

瓜國總統培瑞茲表示，「今天在這裡，我們一起高呼耶穌是國家的主人。我們高舉祂的名宣告，希望未來每一位國人，都活在上帝所賜的豐盛裡。」參加瓜地馬拉祈禱早餐會的成員，還包括原住民領導及政府代表、瓜國議員巴斯基納與2位美國議員以及「瓜地馬拉豐盛組織」的會長艾斯匹納，他說，「在這個公民社會，瓜地馬拉有許多問題，但也有很多機會，我禱告希望讓每一個人都能站起來，為到處帶來改變。」

據世界銀行報告指出，組織型犯罪讓中美洲國家經濟遭逢巨大損失，其中瓜地馬拉損失金額初估達22億美金，約台幣658億元，主因是犯罪率嚇阻了外來投資人，加上打擊犯罪的警察，也身陷貪腐風暴，更破壞了國家發展。根據統計，瓜國歷年因警察貪腐被革職的人數，已超過2500人。

現年62歲的培瑞茲於去年1月14日就任總統，他在2007年代表「愛國黨」角逐總統寶座失利，但旋即在2011年選舉中，以54％得票數獲勝，他過去與軍方淵源深厚，曾擔任過軍事情報局長工作。

人口約1543萬人的瓜地馬拉，主要信奉天主教，佔60％，其次為基督教40％。

八年八百億元治水計劃即將結束，朝野立委呼籲要延長治水計劃。國民黨立委李鴻鈞直言，當年扁政府提出八年八百億元，就是民粹治水，並非專業考量，沒有把真正問題點出來，而是由中央編列特別預算，由地方政府提報預算額度，該怎麼使用也沒提，錢就給了，沒有成效也是可以預期。

李鴻鈞建議，中央應跨部會成立一個小組，立即針對全台易淹水地區做一個通盤的體檢，真正點出問題，再針對問題對症下藥，提出因地制宜的整治計劃，再討論需要多少預算，而非先匡列預算再談整治計劃。

李鴻鈞說，該用工程方式解決就用工程方式，該改變地方生活型態就改變生活型態，八年八百億元案已經失敗過一次，呼籲政府應慎思，不要重蹈覆轍。他主張治水計劃應整體檢討後再重新提出，讓治水可以治本。
