康芮颱風襲台，為南部地區帶來豪雨，根據經濟部工業局傍晚統計，工業區災損自昨天的新台幣405萬元，初估已增至1320萬元。

其中，台南市太乙工業區約50家廠商傳出淹水，災損約520萬元

工業局表示，雲林豐田工業區共6家廠商傳出災損，分別為味王、嘉一鋼鐵、合美電機、辰瑞、嘉雲化學、保旺塑膠等，災損金額也從昨天的405萬元，上升至800多萬元。

【陳冠宇╱新北報導】有人好像要跳水，消防隊你們快派人來，今天清晨4時許，在新北市大漢橋新莊往板橋方向，路人行經此地發現一旁欄杆有人疑似要跳水，嚇的趕緊報案。
 
消防隊接獲報案轄區分隊立即趕往現場，但是在大漢橋兩側都未尋獲報案人所說疑似要跳水的人，轄區消防隊表示，常常在清晨這個時間都會有人報案說有人要跳水，讓消防隊疲於奔命，所幸並未有人真的要跳水，消防隊在現場搜尋多次未發現就人車返隊待命了。

藥物濫用及精神疾病引發全球23%的疾病！一項跨國研究顯示，這兩者間接造成許多疾病。研究發現，在所有年齡中，男性比女性更依賴藥物及酒精，但女性比男性更易因精神疾病而死亡。學者指出，藥物濫用及心理疾病在全球的影響力還在升高，特別是發展中國家。

美國及澳洲的研究員對「2010年全球疾病負擔研究」進行分析後發現，藥物濫用及精神疾病所引發的死亡及疾病，比愛滋病、肺結核、糖尿病都還高。

研究員指出，心理疾病及藥物濫用所引發的死亡經常被忽略，甚至沒有被紀錄下來。例如，心理疾病所導致的自殺可能被列為「受傷死亡」；藥物濫用所造成的死亡可能被列為「中毒死亡」。

在接受調查的187個國家裡，藥物濫用及精神疾病造成約23%的「非致命性疾病」。研究員指出，在所有年齡中，男性比女性更依賴藥物及酒精，但女性比男性更易因精神疾病而死亡。

另外，「飲食失調」引發的疾病及死亡，在澳洲、紐西蘭和鄰近太平洋島嶼比例最高，相較於比例最低的西非，兩者相差40倍之多。

領導此項研究的澳洲昆士蘭大學精神科教授懷特福德說，精神病及藥物濫用的影響力還在持續升高，特別是在發展中國家。雖然已有成本效益高的醫療方式，但是人們仍然沒有對其善加運用。他說，在所有的國家裡，因為人們對心理疾病及藥物濫用抱有負面觀感，讓他們比較不敢於去利用現有的醫療服務。

懷特福德教授進一步指出，為了減少心理疾病及藥物濫用，各國政府應該找出最有效的方式來提供永續的心理健康服務，特別是在資源有限的環境下。
