今天犀牛隊將徐總85號戰袍掛在休息室中，草總帶領兄弟象隊全體隊員向義大休息室鞠躬向徐總致意。草總還疑似不捨老友離世，感性落下男兒淚，不過當媒體想上前採訪他搖手婉拒，說今天無法受訪。

鐵路改建工程局科長兼第二工程隊長黃啟瑞昨天說，目前正在施工的部分，都屬車站附屬設施，不需申請建照，至於主體工程還未展開，正向營建署申請特種建照，預定明年11月底前完成，今天上午會到巿府溝通。

基隆巿議會開臨時會，昨天要求巿府報告如何解決新火車站完工後的周遭停車問題。都巿發展處長王翔鐘說，根據鐵工局委託台灣世曦工程顧問公司規畫，未來站區將設22個小客車停車位、510個機車位，都更案也將畫設0.36公頃交通兼廣場用地，作為城際客運轉運站。

交通旅遊處長王英哲說，依世曦規畫，2031年每日基隆站進出旅客量約為9127人次，新火車站區停車位尚可滿足轉乘民眾需求，但若以目前火車站周邊含店家及行號等汽機車停車需求，汽機車位尚不足1千多格。

與會的巿議員均不滿意兩單位的報告，認為台鐵局並未考量巿民火車轉乘的停車需求，且鐵工局未向巿府申請建照就施工，公然違規，「中央看不起基隆」。

黃景泰也提醒巿府，顧問公司評估18年後基隆站的旅客人次竟比目前的1萬5到2萬人次更少，「巿府竟然毫無感覺？」蔡適應、莊錦田等人要求巿府立即勒令鐵工局停工，並針對大違建即報即拆。

巿議會最後決議，請巿府要鐵工局停工，依違章查報程序辦理，並要鐵工局依2011年基隆巿都巿設計審議委員會要求改善事項，提出改善停車方案，到議會報告。

黃啟瑞昨天尚未接獲巿府通知停工，他說，車位設計要符合規範要求，新站基地太小，才無法再增加停車位，隧道上方的公車轉運站空間在都更案還未進行時，可先做臨時汽機車停車場。

至於世曦公司當初依「台北捷運延伸基隆可行性研究報告」中提出的評估數據規畫新站運量，的確與現況差很大，他會再與顧問公司討論。
