【張勵德／台北報導】受到太平洋高壓及低壓帶導引，潭美颱風開始加速西進。根據中央氣象局上午8時最新預報顯示，目前潭美中心位置在台北東方290公里海面上，以時速25公里速度向西移動，預估明天上午颱風中心就會進入台灣海峽，暴風圈最快明天清晨就會脫離台灣本島陸地。
 
氣象局強調，今天下午到明天凌晨，在潭美颱風通過台灣北部外海這段期間，是影響陸地天氣最明顯的時候，全台各地仍要嚴防強風豪雨威脅，尤其西半部山區恐出現超大豪雨以上降雨，劇烈降雨會從北部一直延伸到中南部地區。即使明天清晨暴風圈遠離，颱風引進的西南風也會讓中南部地區持續降雨，民眾要特別留意。
 
另外今晚到明天清晨適逢大潮期間，大量降雨加上風向與地形交互作用，積水宣洩不易，沿海低窪地區要慎防海水倒灌及淹水。

【桃園訊】中華民國粉末冶金協會23日舉行2013年年會，除了有系列技術研討會，並頒發創新獎、論文獎，也將選出下屆理監事代表。

理事長張文成表示，台灣粉末冶金部品約三到四成應用在汽車，以外銷日系汽車廠為主。日本企業長期信賴台灣廠家，今年仍有微幅成長，但機械及3C部品應用受到歐美不景氣拖累，以及智慧手機多功能化與平板電腦普及化後，零件減少及小型化，使用量及出口量均受影響。

台灣在金屬、陶瓷、高分子、複合材料等原料粉末製造及粉體處理及測試技術持續進步，今後協會將擴大吸收粉體產業及學術研究人員，共同參與粉體技術及產品開發，擴大服務範疇，以厚實國內精密工業技術，促進經濟成長。

張文成表示，協會成立至今邁入32年，今年的年會選在台南關子嶺統茂溫泉會館舉行，中鋼、台灣保來得及台耀科技分別獲頒產品創新獎。另外，為鼓勵更多年輕學子投入粉末冶金領域，協會已設置中華民國粉末冶金協會獎學金辦法，今年首度評選並於年會中進行頒獎。(翁永全)
