【大紀元2013年08月11日訊】（大紀元記者畢珍尼紐約報導）一個醞釀了十多年的10億6千萬美元的紐約港口拓深工程，在35英里長、50英尺深的通道挖掘幾近完成時遇到一個難題：需要搬遷兩根「90歲」的地下二次供水管道，這使得最後的施工非常棘手。位於被稱為「安克雷奇通道」(Anchorage Channel) 下麵的這兩根供水管道，從布碌崙一直到長島，估計約54英尺深，非常接近挖掘深度。

紐約港口拓深工程最初計劃在2013年年底完成，並在該供水管道停用後再挖掘航道。但由於鋪設供水管道的新隧道在桑迪颶風中被淹沒﹐工程被拖延三到六個星期。據管理該專案實施的城市經濟發展公司稱，按照施工進度，隧道作業直到2014年才會啟動。

柏誠公司 (Parsons Brinckerhoff) 副總裁John Boule說，拓深紐約港的業務是在與時間賽跑。

不過﹐與紐約和新澤西港務局 (Port Authority of New York and Jersey) 合作承擔該工程項目施工的美國陸軍工程兵部隊 (U.S. Army Corps of Engineers) 的速度卻不那麼快﹐因為他們必須要搞清楚目前正常管道的位置﹐如何精確挖掘從而保護這些管道。

「這非常重要。」負責港口拓深專案的美國陸軍工程兵部隊項目經理 Bryce Wisemiller 補充說，「這是集裝箱船舶停靠各碼頭的唯一入港航道，來這裏的大多數貨物是提供給紐約市及周邊地區的人們的。」

2015年巴拿馬運河新閘即將完成，新閘超過160.7英尺寬，1,200英尺長，相當於四個足球場大小﹐可以通過較大的船舶，被稱為新巴拿馬型。新巴拿馬型船舶大小幾乎是目前進出大紐約市地區運送貨物的船舶的兩倍。據美國陸軍工程兵部隊稱，新巴拿馬型船舶嚴格按照巴拿馬運河新閘的尺寸製造。

負責監督港口工程項目的John Boule﹐自2009年至2012年擔任美國陸軍工程兵部隊紐約區指揮官，他說﹕「大家都在爭取這些更大的船隻﹐整個目標就是要把工程趕快完成﹐這是一個商業競爭﹐如果船舶開始去往別處，就失去了它們，它們就再也不會回來。所以說拓深紐約港的業務是在與時間賽跑。」

一旦巴拿馬運河可以運行新巴拿馬型船舶，紐約和新澤西港務局將是首選目的地。作為東海岸最大的港口﹐以及除長灘 (Long Beach)、洛杉磯 (Los Angeles) 港之外美國的第三大港口，紐約和新澤西港務局在2010年港口貨物吞吐總值超過1,750億美元。

John Boule 說﹕「這是最基本的﹐如果可以把更多的貨物裝在船上，就會賺更多的錢﹐也可以把這些貨物更快﹑更多地送到需要它們的人手上。」Bryce Wisemiller 也認為，目前集裝箱船貨物的平均價值在數千萬美元，而新巴拿馬型船貨物的潛在價值將有可能是幾億美元。不僅如此﹐港口還將提供超過279,200個就業崗位，許多高素質技能型行業每年的工資支出約120億美元﹐為國家和地方政府帶來每年50億美元的稅收收入。

Bryce Wisemiller 說﹐「在東海岸﹐沒有任何港口可以和紐約和新澤西港務局相比﹐這就是為什麼說，紐約是個大蘋果。」
