新浮動油價公式大勢底定，中油公司董事長林聖忠表示，未來油氣價都將回歸市場機制，合理反映成本，希望扶助弱勢的補貼政策，改由各主管機關編列預算支應。

林聖忠接受中央社專訪表示，民國90年以後油品自由化，競爭的氛圍很強，加上近幾年國際油價飆高，台灣幾乎99%能源都是進口，中油馬上面臨成本及虧損的壓力。

他說，中油公司原本有新台幣1000多億元的累積盈餘，但在政治壓力下實施凍漲、緩漲機制後，一年不到就虧掉所有盈餘，加上99年國際油價再掀高峰，去年4月中油公司累積虧損愈來愈大，不得不實施油價調整方案，逐步回收，初步解決危機，沒有再繼續失血。

至於外界批評浮動油價機制不合理，林聖忠指出，油價公式都是雙向，只要油價趨勢不一面倒，長期來看都會扯平，不會單方面傾向中油或消費者。

他說，新的油價浮動公式，架構並沒有改變，只是在參數做一些變更，智庫已根據外界的批評檢討改進，差不多已經定稿，目前在等經濟部確定實施的適當時機，中油隨時可以配合。

林聖忠表示，在使用者付費的原則下，未來油價或氣價機制，都不會列入緩漲或凍漲的機制；社會政策部分不應由中油吸收，而應回歸主管機關編列預算補貼，比較合理。

中油今年上半年累計虧損達41.53億元。中油表示，因液化石油氣（桶裝瓦斯）去年4月實施價格減半調漲機制，無法合理反映成本，自101年至今年7月底為止，中油公司負擔「應調未調」金額累計高達67億元；截至7月止，中油每公斤仍吸收2.65元。

中油表示，基於使用者付費的原則及回歸市場機制，讓價格合理反映成本，8月份起回歸氣價公式，依機制調漲時全額調漲，調降時先回補目前每公斤吸收的2.65元，等吸收金額全部回收後，則全額調降。

中油說，目前國內液化石油氣價格，仍維持亞鄰競爭國稅前低價。

【綜合報導】美國一名男子伍盧舒克(Joel Woloshuk)日前到亞特蘭大機場，他在機場內的一家餐廳買了一份三明治，他原想好好嘗美食，但發現三明治上方的「起司」會動，仔細一看才發現，麵包上白白的條狀物不是起司，而是小蟲在蠕動。

伍盧舒克隨後向購買三明治的餐廳「Cafe Intermezzo」反映，並向媒體投訴。該餐廳表示，問題並非餐廳造成，餐廳已換掉食材供應商，並且保證已經清理乾淨。
