軍審法通過　桃園地院將開會討論因應對策

 【張沛森／桃園報導】軍審法三讀通過法，洪案即將移交桃園地院審理，桃園地院行政庭長吳為平今下午表示，目前相關條文內容資訊尚未明朗，但會儘速召開法官會議討論因應對策，聽取法官們的意見後再做決定。桃園地檢署則表示，一切依法律程序規定辦理。

手機APP掌握車況　從駕駛習慣助省油

美國國家環境保護局，對汽車製造商做出了一項規定，從1996年以後生產的車輛，都必須要安裝「OBD系統」，用來監控汽車廢氣的排放量，而就有一家科技公司，把讀取OBD的軟體和手機APP結合，可以了解使用者的駕駛習慣，在用戶猛煞車、加速或超速駕駛時，APP會做出語音提示，提醒使用者如何駕車，才能更省油。

想讓自己的愛車更省油，現在有智慧型手機，就能搞定。網路影片：「只要將它插入車況資料系統，然後依照手機上的簡單指示，現在當你開車時，你的車子和智慧型手機已經連線。」

美國一家科技公司，研發一款APP叫做「Link」，只要把Link的專屬插頭，插進OBD的車況監測系統，手機就能夠掌握你的駕駛情況，告訴你怎樣的駕駛習慣，可以更省油。

網路影片：「當你在開車的時候，它會自動監測你車子的健康，還有警告你有哪些事做錯了，所以，若有『檢查引擎』的訊息出現，你問看到問題的描述，還有解決辦法」

不只精準了解車況，還會偵測駕駛的開車習慣，在使用者猛煞車，或是加速，甚至是超速駕駛時，提醒使用者，這樣都會增加油耗，而這套APP的研發，其實是和這個系統有關。

網路影片：「這是所有的資訊，包含引擎轉速、車速，當然現在很明顯是沒在移動。」

美國環境保護局對汽車製造商規定，只要是1996年後生產的車輛，都必須裝有這種OBD系統，來監控汽車的廢氣排放量，把OBD系統與手機APP連結，不但在油價高漲的時代，成為新的省油利器，更重要的是，讓駕駛更了解車況。

（中央社台北7日電）拜iPad之賜，蘋果公司（AppleInc.）2013年第2季個人電腦（PC）出貨量稱霸全球，排名第2的聯想集團因為平板電腦出貨強勁成長，帶動市占率增加。

科技網站「蘋果內幕」（AppleInsider）報導，根據研究機構Canalys，蘋果第2季市占率為17.1%，出貨量達1860萬台。Canalys將平板電腦也列入PC出貨量估計中。然而，蘋果較去年同期負成長11.5%，使市占率減少2個百分點以上。

根據Canalys，第2名的聯想以1410萬台出貨量步步進逼蘋果，市占率為12.9%。出貨量比去年同期多7.3%。除了筆電和桌上型電腦市占率增加外，聯想的平板電腦也成長。

惠普公司（Hewlett-Packard Co.）祭出改良的平板電腦策略，從三星電子公司（Samsung ElectronicsCo.）手中奪回老三的地位，出貨量達1270萬台，市占率為11.6%。三星掉到第4名，出貨量達1080萬台，市占率為9.9%。戴爾公司（Dell Inc.）排第5，出貨量達950萬台，市占率為8.7%。

整體而言，PC市場較去年同期微增0.3%，總出貨量剛好超過1億900萬台。（譯者：中央社陳昱婷）

諾基亞西門子考慮裁員8,500人

彭博資訊7日報導，消息靈通人士透露，已被手機大廠諾基亞完全掌控的諾基亞西門子網路公司（Nokia Siemens Networks）正考慮裁減8,500名員工，希望在營收下滑之際提升獲利能力。

這位要求身分保密的消息人士指出，公司內部正在評估的選項之一，是在2014年底前，把員工總數降低17%到4.2萬人，一部分是經由出售或關閉廠房以及將工作委外來達成，但尚未做出最後決定，而且任何精簡人力計畫都必須經過母公司諾基亞批准才算數。

截至6月底止，諾基亞西門子公司的員工總數約5.05萬人。隨著市場競爭加劇，過去兩年來，該公司累計已裁員超過2萬人。
