【吳苡辰／台北報導】每坪均價15萬元的A7合宜宅，吸引逾2萬名民眾登記承購，但7月22日開放選屋至昨天約半個月，平均每日約10人放棄，昨日放棄人數更高達13人，當日棄權率14.4%，累計棄權率為11%。

A7合宜宅聯合銷售中心副主委馬士雄認為，因為符合合宜宅承購資格者，購屋預算較低，考量後續付款壓力過重，因此不得不放棄承購權利。

馬士雄說，開放選屋後有不少民眾表達預算不足，因此有民眾在選屋區待到一半便離開，也有民眾簽約後，隔天就來退訂，主要都是考慮後續還款壓力過重，而忍痛棄權。

今天軍審法剛在立法院三讀通過，國防部長楊念祖卻在閃電請辭。楊念祖表示，有人指控他二○○七年出版的「決戰時刻」一書中，有篇文章涉嫌抄襲，這篇文章是由朋友代寫，而且的確有抄襲大陸出版雜誌翻譯國外學者專書，「這是我個人的錯誤，我要表示道歉」。

楊念祖說，他於今天下午七點向馬英九總統、行政院長江宜樺請辭，「當政府與國軍面臨重大時刻，個人過失影響政府國軍榮譽、總統、院長聲譽，應該負起責任」，所以當面向總統與院長請辭，但並未說明是否獲准便離去。

此外，楊念祖表示，感謝總統與院長提攜，以及部內同仁三年十一個月以來的支持與愛護，人生當中有這寶貴的一刻；也希望媒體繼續支持國軍，國軍是國家安全最重要的支柱，也是人民最忠實親近的朋友，國軍夜以繼日、保衛人民。

楊念祖說，國君經過這麼多事情後，加上他個人錯誤導致國軍再度受到挑戰，「個人非常內疚自責」，希望辭職能喚起大家對國軍永遠的支持，也希望大家一定要記住「沒有遠慮、必有近憂」，最後祝中華民國國運昌隆。
