中國大陸最近高溫頻傳，有100個氣象觀測站在7月出現極端高溫天氣。專家分析，青藏高原積雪與冰川減少，是造成氣溫上升的因素之一。

東方早報今天報導，中國大陸氣象局2日舉行記者會表示，今年7月大陸全國平均溫度為攝氏22.4度，較常年同期的21.9度約高出0.5度。

此外，大陸全國有100個氣象觀測站在7月出現極端高溫現象，主要集中在江蘇、上海、浙江、重慶與新疆等16個省市，其中有39個氣象觀測站突破歷史最高溫。

對於上述現象，大陸國家氣候中心高級工程師孫冷表示，青藏高原積雪與冰川減少對天氣確有影響，也是影響大陸氣候非常重要的外在因素。

孫冷解釋，青藏高原積雪減少後，地面反射率會減少，增加海、陸溫差，從而影響到季風，透過季風活動影響大陸地區的降雨與氣候。

孫冷說，青藏高原積雪減少影響季風偏強，雨帶推進偏快，導致北方降雨較多，南方則出現大範圍的高溫天氣。

她也認為，全球暖化對高溫有一定影響，會影響大氣環流變化，空氣交換會更加劇烈，就算是北方地區居民也可能感受到南方天氣。

中國大陸最近高溫頻傳，浙江奉化7月曾測到攝氏43度，重慶飆到42度；上海徐家匯高達41度，創下1873年以來新高溫；杭州則曾經連續5天都超過40度。

在苗栗大埔抗議活動中被捕的政治大學教授徐世榮5日協同律師高涌誠、翁國彥、黃帝穎，控告國安局局長蔡得勝、大同分局偵查隊長、派出所所長，對違法濫權的情況向士林地院提出刑事自訴。

政治大學教授徐世榮於7月23日和平表達抗議苗栗大埔牆拆案時，被警方以「公共危險罪」、「妨礙公務罪」之現行犯為由逮捕，台大哲學系學生洪崇晏也受傷送醫。

黃帝穎表示，對於這次不法逮捕案件，將對國安局局長蔡得勝、大同分局偵查隊長賴俊堯、大同分局重慶北路派出所所長歐陽俊，提出傷害罪、強制、私自拘禁罪及誹謗罪的自訴，並應處被告公務員刑度加重二分之一。

翁國彥表示，「逮捕是一個客觀的情況。如果徐老師是被逮捕的，就不能說是主動配合調查。」他指出，派出所所長歐陽俊讓徐教授簽署權利告知書時，還親自在現行犯那一格打勾。表示所長、隊長對於徐世榮是被以現行犯逮捕知情，警方不能硬說徐是主動配合調查。

徐世榮表示，警方企圖交換條件，要求他對外聲稱不並不是被逮捕，以換取他自由離去，但他不願意接受這種混淆視聽的作法而拒絕。

高涌誠更斥責，「國安局蔡局長不要認為第一線執行不是他，就把責任推給第一線，洪同學被推倒就不甘他的事。」他更重話表示，「基層員警不要成為下一個陳毅勳，上面怎麼說你就怎麼做還執法過當。另外執法過當上面的人也有責任，這就是一個共同正犯。」

中原大學財經法律學系教授徐偉群說，「和平示威是憲法所賦予人民的基本權。無論集會遊行法、警察職權行使法效力都無高過憲法。不能以其他民主國家也存在的警察暴力現象作為執行勤務的基準。這一些違反憲法的行為，侵犯到人身自由、人身安全，就應該受相關刑事法律追究。」
