台灣的狂犬病疫情，目前已擴散到了台中、台南、嘉義、高雄、台東等多個縣市，感染物種也不斷增加。

我們合理懷疑狂犬病在台灣其實已存在多年，只是因為和人類接觸最密切的家犬、家貓等寵物並未感染，以致遭到忽略，拖延至今才終於為人注意。

一方面，我們要感謝多數飼主及愛護動物團體，長期以來固定為家犬家貓或流浪貓狗施打狂犬病疫苗，使得狂犬病未爆發重大疫情，一方面對於現在有擴散跡象，也無須過於恐慌，病急亂投醫。

全球只要是陸地達到一定面積，有貓有狗的國家，即使先進如美國，也都有狂犬病存在，所以國人目前最重要的，是學習如何將其控制在一定程度之下。以下幾件事，是大家可以一起來做的。

家中寵物 年年打疫苗

首先，家中飼養的寵物，只需固定一年施打一次疫苗，就可保證安全，絕不可以也完全沒有必要棄養。

第二，台灣的流浪貓狗，大部分都受到志工及愛心團體良好照顧，也普遍施打過疫苗，而且牠們主要分布在都會區周邊，也就是人類密集居住區域與野生動物活動區域的交界處，相當程度阻擋了野生動物進入都會區，避免了人類和野生動物的短兵相接。

所以這些施打過疫苗的流浪貓狗，不但不具危險性，反而形成了最好的防護網和緩衝帶，政府應該善加利用。當務之急是和照護流浪貓狗的民間團體合作，協助他們找到尚未施打疫苗的流浪貓狗，盡快施打，補好防疫漏洞。目前某些縣市反其道而行，開始捕捉、撲殺，暫停認養流浪貓狗等等，無異於自毀長城，反會造成防疫的大災難。

第三，因為錢鼠也出現感染案例，有縣市動員民眾大量投藥毒死老鼠，以防止疫情擴散，此作法更是愚不可及。歷史經驗告訴我們，老鼠是不可能用毒藥殺完的，人類也不可能永不停止地使用老鼠藥，只要有少數老鼠未被毒死，一旦人類停藥，就會再大量繁殖。要控制老鼠數量，最好的方法是借助生態法，一是保持環境清潔，讓老鼠沒有適合的孳生環境，根本之道是堅壁清野，讓老鼠得不到食物，以及疏通、清理溝渠等等。

生態平衡 勝毒殺老鼠

二是利用老鼠的天敵，如流浪貓狗、老鷹等等以鼠類為食物的動物，讓生態達到平衡。用藥毒殺老鼠，會連帶讓這些以鼠類為食物的動物，包括鼬獾，也大量中毒死亡，結果就是老鼠失去天敵的制衡，更加快速大量繁殖，造成的危害可就不只是破壞狂犬病防疫工作而已了。

高危險群 需足夠疫苗

最後，政府醫療體系應準備足夠的狂犬病疫苗及免疫球蛋白，具高度危險性的族群，如第一線防疫人員，事先就該施打疫苗，若被動物咬傷，再同時施打免疫球蛋白及疫苗。

一般民眾也應提高警覺，若不慎被野生動物咬傷，能捕捉送檢當然最好，如果做不到，就盡快向負責機關報告及進行篩檢，若真的受到感染，同樣立刻施打免疫球蛋白及疫苗。

此外，有人建議從空中噴灑狂犬病疫苗，這方法在國外的確曾經施行過，但需考慮疫苗在自然環境中的有效性及期限；且全台如此大面積的噴灑，所需費用政府財政是否可承擔，以及是否合乎成本效益，都須請專家再做研究。

立即消滅 做法不可取

總而言之，所有試圖立即消滅狂犬病的做法，注定失敗；較佳的方案是接受狂犬病將長期存在的現實並與之長期對抗。只要做到上述的幾點，相信狂犬病案例可以控制在極少的數量，不致造成太大的危害。

【綜合報導】《朝日新聞》報導，日本東北大學災害科學國際研究所開設了一個網站，名為「人眼能看到的311海嘯」，重現311震災中襲擊各地的海嘯浪高。

該網站使用「Google街景」功能，操作者能夠360度看到災後街道的樣子與建築物。研究小組希望藉著這個網站，幫助提高人們的防災意識。
