長期工作才可以申請綠卡

每一年都有許多外國人來美國工作，有些外國人已經是美國永久居民、獲得政治庇護或者獲得了以就業為基礎的非移民簽證，這些人不需要單獨申請勞工紙。其他人要在美國工作，需要先申請勞工紙，獲得美國政府的許可。

美國政府將在美國工作的外國人可以分為四類：

一類是臨時工人（非移民簽證）。是為了具體的目地進入美國的，只在美國停留一段時間，在美國從事與簽證相一致的工作。

二是長期工人（移民簽證），被允許在美國長期生活與工作。

三是學生和訪問學者。在特定情況下，學生和訪問學者可以在美國工作，但必須首先獲得學校官員的授權，有些情況下還需要申請勞工紙。

四是臨時的商務訪客。出於商務目的訪問美國的外國人，需要獲得B-1簽證。

在上面的四個類別中，只有長期工人（移民簽證）可以申請綠卡。

五個勞工移民優先類別

不同的勞工移民要求不同，有些需要美國雇主先提供工作機會後才能申請，這種情況下雇主是擔保人（sponsor），此後，雇主再向移民局提出移民申請（I-140表）。還有一些勞工簽證要求雇主必須先從勞工部獲得僱工許可（Labor Certification），勞工部需要確認：一是在現有薪酬水平下沒有足夠的美國工人願意並且能夠勝任這一工作職位，二是僱外國人不會對在這個領域工作的美國工人產生負面影響。

勞工移民分為五個優先類別：

第一優先為在科學、藝術、教育、商業和體育領域的傑出人才，包括傑出的教授和研究人員、跨國公司高管和經理，雇主不需要先獲得僱工許可。

第二優先授予擁有高學位的專業人才，或者在藝術、科學和商業領域有特殊才能的人。這一類簽證需要先獲得僱工許可，除非獲得國家利益豁免。

第三優先授予技術勞工及專業人士、非技術勞工，需要先獲得僱工許可。

第四優先包括很多類別，有宗教移民、宗教工作者、美國海外機構雇員、受法院監護的外國未成年人等，不需要先獲得僱工許可。

第五優先是投資移民，投資額為100萬或50萬，要求增加至少10個全職工作機會，也不需要先獲得僱工許可。

【邱俊吉／台北報導】針對國內郵差反映，由於被狗咬的頻率甚高，希望也能列為優先施打狂犬病疫苗的對象，疾病管制署署長張峰義今表示，一般而言，在都會區工作的郵差被狗咬的機會甚小，因此現不傾向郵差全面預防性接種，不過若某些郵差出入的地區遭狗咬的風險確實較高，只要中華郵政提供清冊，定會滿足其疫苗施打的需求。

農委會畜牧處動物保護科科長林宗毅則說，根據調查，最常攻擊郵差的犬隻不是流浪狗，而是家犬，且家犬的飼主若經勸導仍不改善犬隻行為，地方衛生機關會強行沒收犬隻，因此郵差不必過度擔心染狂犬病。
