行政院29日宣佈由國防部副部長楊念祖接替高華柱擔任國防部長一職。行政院長江宜樺表示，為了呼應外界的期待，所以做出了包括國防部長在內的部分內閣改組。記者會全程只有5分鐘，江揆宣佈名單後隨即離席，不讓記者發問。

近日社會輿論要求國防部長高華柱因該為洪仲丘案下台負責聲浪很高，行政院長江宜樺29日召開內閣改組記者會，宣佈國防部長一職由副部長楊念祖接任，也使楊成為總統馬英九任內，第一位文人國防部長。

行政院長江宜樺表示，因為幾位向學校借調的政務官員的借調期即將屆滿，為了考慮行政院整體施政考量，在近日進行了密集的討論後，決定進行局部的內閣改組。江宜樺還說，這次的內閣改組最主要是希望呼應外界的期待，希望能政府施政能夠更貼近民意。

立委林郁方表示，因為楊念祖已有與美軍交流的經驗，任副國防部長也有一段時間，接任部長是很適合的人選。立委蔡煌瑯也表示，民進黨樂見楊念祖接任國防部長，希望楊念祖能大破大立改革軍中陳久的陋習。蔡煌瑯說，因為過去的文人部長有「令不出國防部」的阻礙，希望楊念祖能夠突破這層困難。

我國迄目前為止非軍職出任國防部長的只有四任，1986年到1987年的汪道淵、1990年到1993年的陳履安、1993年到1994年的孫震和2008年2月到5月的蔡明憲，若楊念祖替代高華柱，將會是我國第五任的文人國防部長。

文人部長的意義就是由非軍職出身的文官、或行政院指定的政務官擔任部長，俗稱文人國防部長，最受人詬病的盲點軍中的人脈少，尤其國防二法並未賦予非軍系出身部長實質權力，軍令大權會落在參謀總長身上，所以才會有「令不出國防部」的窘境。但一般也認為文人部長沒有一般軍人的習性，可帶領軍隊走向更完善的改革。

楊念祖在接任國防部副部長前，曾任職於中山大學學術中心的助理研究員，並在中山所兼任講師，也曾任國防部高級戰略研究班講座講師、陸委會諮詢委員和外交部諮詢委員等。在外交、國防與兩岸領域皆有深入了解。
