台灣智庫今天公布民調，六成四認為服貿協議對台灣服務產業衝擊大，逾六成八不相信開放後可增一萬多個就業機會，逾六成二支持民間社團包圍立院抗議。民進黨立委林佳龍說，有六成二支持民間社團包圍立院抗議服貿協議，可見服貿衝擊力道，且當初朝野協商是要逐條表決，現在卻傳出馬總統下令第二次臨時會上要包裹表決，若白紙黑字都可以推翻，未來朝野要如何互動？

台大經濟系兼任教授林向愷說，年底即將要洽談貨品貿易協議，如果立法院讓服貿輕易過關，到時談判衝擊更大，他建議，臨時會可考慮通過服貿協議「主文」，擱置開放項目的「附件」，讓行政部門獲得更大的談判籌碼，行政部門不該反對。

林向愷說，服貿協議是「不對等的開放」，例如需要在地提供服務的項目，台灣開放25項，但中國只開放1項，既然不能跨境服務，如何對台灣的就業有利？三年前 ECFA 簽署時，國民黨說未來 10 年可增加 25 萬個工作機會，但關乎人民就業機會的服貿協議，如今卻變成未來 10 年可增加 1 萬多個工作機會；越來越多台灣人發現自己逐漸變成「輸者圈」。

【李定宇／新北報導】往返大稻埕、忠孝碼頭、華江碼頭的水上巴士，今天下午舉行通航典禮，明天下午2時起提供服務，新北市府製作導覽手冊，民眾搭乘就有機會獲得通航紀念品。新北市交通局表示，3個碼頭開辦固定航班，1段僅15元，每個航段間隔15分鐘，每個碼頭約1小時1班船，營運時間從早上9時至下午5時，假日調整增加，一艘船可免費搭載10輛腳踏車。
