【顏振凱／台北報導】洪仲丘枉死案引發諸多爭議，民進黨團表示，將提《軍事審判法》、《國家安全法》、《刑事訴訟法》等三法修正草案，要求除了戰時違反《陸海空軍刑法》及特別法狀況，才適用《軍事審判法》，現役軍人平時違反普通《刑法》、《陸海空軍刑法》及其特別法，戰時違反普通《刑法》，都適用《刑事訴訟法》，由一般司法系統審理。

黨團總召柯建銘說，國防部同時是司法院和法務部，身兼檢察官根法官，審檢合一，違反審檢分立、司法獨立的問題，軍方的人權永遠無法解決就是這個問題，所以要從法制面看待，這樣違憲的司法體制應該徹底予以打破，所以修軍事審判、國安、刑訴三法，切割為平時和戰時，平時所有的軍人犯罪全部移到一般司法檢調系統，戰時除非違反《陸海空軍刑法》，再用軍事審判，但其他一般刑事還是在一般司法體系，這樣才能徹底解決軍中長期以來威權體系遺留下來的違憲做法。

黨團副書記長李俊俋也說，軍事審判是否有專屬管轄權，從大法官釋憲文436號出來之後，就要求檢討。且軍法官不是法官，而是行政官。《憲法》規定非常清楚，現在還有軍事法院的只有美國、韓國、中國、台灣。黨團盼臨時會時能討論，讓軍法系統改變違憲觀念，回歸憲法，回歸正常司法程序。希望修法之後，可讓軍人不是只受軍法審判，不再讓軍事審判成為化外之地，不受憲法監督。

台股早盤下跌，台北外匯市場新台幣兌美元呈盤整偏貶走勢，中午暫收29.966元，貶值2.4分，台北外匯經紀公司成交量5.77億美元。

匯銀人士指出，台股早盤欲振乏力，台北外匯市場外商銀行買匯，將資金匯出，出口商見新台幣走貶，進場拋匯，緩和新台幣的貶勢，中午台幣暫收29.966元，貶值2.4分。
