【綜合報導】俄羅斯新聞社報導，俄移民部門已發給美國國家安全局前僱員史諾登（Edward Snowden）證件，讓他可以離開莫斯科機場的過境區。

有關證件是證明他正在申請政治庇護，只要邊防人員不反對，便可容許他正式進入俄羅斯國境。

國際文傳通社稱，史諾登未來幾小時可以離開機場的過境區。

協助史諾登的俄羅斯律師透露，史諾登計劃在俄羅斯定居，並計劃找工作。

律師庫齊利納指出，史諾登的安全最重要，他要適應俄國需要一段時間，因為他不懂俄語，也不了解這裏的習俗和法律。

27歲的卡卡在照片上留言：「他們從我流血的十指窺探我的新單曲《ARTPOP》，再訪那些深埋在底下、過去的痛苦是一件很恐怖的事，不過，我找到不完美的熱情，我以為我的內心已遭破壞，我已準備好作戰，開始放音樂吧。」卡卡的新專輯《ARTPOP》預定11月11月發行。

標題[心得] 最近很夯的CC霜 PK BB霜！

最近滿多牌子不論專櫃或開架、韓妝都有推出CC霜 不曉得會不會還有DD霜…EE霜…. 之前看板上蠻多人在討論BB霜與CC霜的差別 我手邊剛好有兩個不同牌子的BB與CC霜 就來寫個心得比較文好了,給需要的人參考一下XD 有圖無音樂網誌板：http://bingen0505.pixnet.net/blog/post/30727867 -------------------------以下純文字版-------------------------------- 兩樣產品分別是小艾的粉紅BB霜跟小碧的藍色CC霜(硬給它們取小名XD) 其實ettusais是我自己本身在用的 另一罐是姐姐的~我們都是混合性肌膚 我的BB霜色號是20~ 試用在手上時合膚色 我還蠻喜歡這款BB霜是因為它很好推 而且是自然款的,不會太厚重 上完會有自然的光透感 姐姐的膚色比較容易暗沉 所以選擇有提亮效果的CC霜 （好像總共有五個顏色？我沒有研究~） 推開是這樣 兩者都滿薄透的也都很水潤好推開 但BB霜感覺比較有遮瑕的效果 接下來是試擦(有素顏~~防雷!!) 我有很嚴重的過敏型黑眼圈及粗大的毛孔問題… 尤其鼻子與兩邊臉頰 鼻子尤其嚴重….還有泛紅! 這一張先上了BB霜~看得出來哪邊擦了BB霜嗎XD？ 是左邊(也就是右臉)~我覺得還滿自然但又有修飾力的 我的毛孔跟泛紅有被遮蓋 黑眼圈也有稍微修飾 最明顯是鼻子上的毛孔~兩邊有明顯的不同 我上妝都是用蓋章方式均勻點開來上 會比較薄透均勻~也會比較貼喔 這張右邊已經上了藍色CC霜 我覺得遮瑕效果沒有BB霜好 但其實這罐CC霜本來的功用就類似飾底乳吧(？) 雖然有提亮膚色~但是要比較小心使用…要挑到自己適合的顏色 像我姐這支比較適合暗沉肌用的我用起來就不太適合.. 我覺得BB霜重點是遮瑕、CC霜是潤色提亮 就看妳本身需要哪種效果~ 我還是比較喜歡BB霜（而且小艾好好用>///※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 112.105.137.188

【何孟奎／台北報導】國安會副秘書長楊永明7月初向馬英九總統請辭，準備投入明年基隆市長選舉。他下午受訪時表示，基隆必須強化自由經濟與貿易港區的建設與策略，爭取中央經費挹注，未來他將把基隆打造成為一個海洋園區與文創樂活的國際城市。

他說，「海洋園區」是指海洋科技、海洋產業、海洋觀光的整合概念，也是一個包含多樣性城市機能的綜合體；「文創樂活」則是指發展文化創意、觀光旅遊與健康永續的生活內涵，目的在追求市民的幸福感。他認為，基隆應拼台灣頭，要建立基隆主體性與競爭優勢，未來也將推動「北北基合作策略聯盟」，翻轉基隆，擦亮這顆東海珍珠。

他表示，基隆是台灣頭一顆美麗的珍珠，也是他從小就非常熟悉的地方。他用了將近半年時間廣泛瞭解基隆相關議題，並已拜訪數十位基隆各界人士，向他們請益。在請益拜會的過程中，就有人鼓勵他：「只要真心關心基隆，就是基隆人」，他相信基隆鄉親都能看見他的誠意以及行動。
