黑心原料製劣藥 研議撤銷認證

工業碳酸鎂、碳酸鈣流入製藥，業者辨稱賦形劑不必分等級，罰則低於黑心食品。衛福部今天表示研擬修改藥事法，研議撤銷涉案藥廠PIC/S GMP認證。

彰化檢方迄今查到誼興公司將工業碳酸鎂、工業碳酸鈣出售給食品業及製藥業，波及進興製粉廠的胡椒粉等調味粉，以及人生製藥的鄭杏泰胃達樂、凌宇化咳散等藥品，誼興上游的允成化工出售工業碳酸鎂給強生、衛達兩家製藥廠；另外，工業原料可能也流入科學中藥。

今天在立法院社福及衛環委員會上，立委趙天麟質疑衛福部規範不足，藥品的賦形劑管理鬆散，涉案藥廠聲稱碳酸鎂做為賦形劑可在製程純化，沒有等級之分，影響檢方偵辦，衛福部對藥廠生產劣藥祭出違反「藥事法」的罰則僅有新台幣6萬到30萬元，低於攙偽假冒的黑心食品罰則6萬到2億元，不符比例原則。

衛福部長蔣丙煌、食品藥物管理署副署長吳秀英表示，將研議修改藥事法加重劣藥罰則。

吳秀英說，用於製藥的原料，都要嚴格的品質規定，不可使用劣質化工原料，涉案藥廠必須自主管理，取得PIC/S GMP認證藥廠「應該知道」原料藥、賦形劑的品質規範，因此將召開專家會議，視涉案情節研議撤銷藥廠PIC/S GMP認證。

國際製藥規範PIC/S GMP認證今年上路，取得認證的藥廠藥品才能納入全民健保給付。

掃墓車流量大 國1高雄段現車潮

清明連續假期，國1高速公路高雄段今天一早車流量大增，大約9時許，北上於鼎金系統一帶流量大增，時速大約40公里。

國道公路警察局第五公路警察大隊指出，今天一早高雄段交通算順暢，不過大約在9時到10許，路況變得壅塞難行，北上車流量大增，一度時速只能推持在40到50公里，車流回堵數公里長。

而市區要北上高速公路的匝道也回堵很長，高雄市九如路、中正和建國路一帶的車流都大排長龍，還要靠義交協助維持。

至於市區交通則以要通往公墓和納骨塔的偏郊區車流量大，尤其要通往元亨寺鼓山路一帶，車流也回堵數百公尺，汽機車爭道嚴重。

高雄市交通局和民政局合作，啟動掃墓接駁公車，各接駁站陸續出現人潮，不過仍有不少汽機車湧現，部分路段還是難行。

另外通往壽山動物園的交通也打結了，有家長利用連假帶小朋友上壽山，雖然有接駁車，仍有遠道者以自有交通工具上山，車輛只能緩行上山。

配合清明掃墓，高雄市啟動10條免費接駁公車。交通局呼籲民眾善用免費掃墓接駁公車，省錢省時方便。
