閣揆同意權 王金平：藍盼落實權責相符

中國國民黨主張恢復立院對閣揆同意權。立法院長王金平今天表示，國民黨是希望落實權責相符；前行政院長蘇貞昌說，國會對行政機關應該要有監督制衡能力。
國民黨立法院黨團大會昨天提出黨版修憲草案內容，主張不更動立委席次、恢復閣揆同意權、投票年齡降至18歲、不在籍投票入憲，以及降低政黨門檻等。
立法院長王金平今天上午出席台北市西門國小百年校慶，媒體詢問他對於閣揆同意權的看法，他說，每個人看法不一樣，國民黨提出的原因，是希望落實權責相符。
王金平說，大家都說現在總統有權無責，閣揆是個執行長，讓閣揆經過立院同意，會有不同的意義和地位。
前行政院長蘇貞昌則陪同西門國小校友的太太詹秀齡出席校慶。蘇貞昌會前受訪表示，基於責任政治原則，國會應對行政機關要有相當監督制衡能力。
蘇貞昌說，不過不要只看一個問題，這樣還是會陷入以前修憲不足的毛病，還是要全盤考量。
他認為，過去7次修憲證明現在這部憲法跟實際差距太大，政府無法有效運作與反映民意，憲法的問題，每一個政黨都有責任全盤考量解決，不是只有一個政黨自己算計。
蘇貞昌說，政黨同時要把握民氣可用，利用寶貴時間提出整體的修憲草案，送出立法院讓全民在大選時公民投票，這樣才有辦法成功。

以為不會留前科 竊嫌遭逮裝啞

中央社 – （中央社記者陳朝福高雄27日電）許姓男子涉嫌到賣場偷竊滑鼠、遊戲片等物品，遭逮後裝啞並不斷搖頭，最後向員警表示以為這樣就不會留下前科。 高雄市警察局新興分局今天表示，接獲賣場員工通報抓到一名竊嫌，員警到場後發現他低頭不語，一開始詢問年籍姓名都不斷搖頭，原以為是瘖啞人士。 警方表示，後來許男開口不斷說忘了，又改口說「如果我報真名就會留下前科」，員警斥責報假名字會罪加一等，許男才嚇得報出真實姓名、年籍， 許男涉嫌偷竊賣場的遊戲專用電競滑鼠、電腦遊戲光碟、巧克力、口罩、原子筆等，市值約新台幣3500元，警詢後，全案依竊盜罪嫌移送高雄地檢署偵辦。1040327

台與美國南卡州 免試可換駕照

中華民國與美國南卡羅來納州昨天簽訂駕照免試互換瞭解備忘錄，持有美國居留簽證，合法居住於當地，持台灣駕照的民眾，可在當地免路考與筆試換發駕照。
駐亞特蘭大辦事處長戴輝源與南卡州監理局長施威度（Kevin Shwedo），26日代表雙方政府，正式簽署「南卡州車輛監理局與中華民國交通部有關駕照互換瞭解備忘錄」。
中華民國是南卡州繼南韓之後，第2個免試換發駕照的國家。
年滿18歲，在美國持有有效居留簽證，合法居住於南卡，並持有效中華民國駕照的民眾，可向亞特蘭大辦事處申請駕照英文翻譯證明文件，無須筆試及路考即可在當地監理所換取南卡州駕照。
南卡州務卿韓蒙德（Mark Hammond）、州議會眾議員布萊德雷（Jeffrey Bradley）與羅瑟福德（Todd Rootherford）等當地政要，僑務諮詢顧問陳權榮與多名僑領出席簽約典禮，美國廣播公司（ABC）地方台和多名記者在場採訪。
戴輝源表示，互惠措施將有助台灣廠商企業派駐人員、學術交流人士及留學生安頓生活並開展工作，對民眾而言，這是利多且十分便民的互惠措施。
為積極落實拚經濟目標，強化台灣與南卡的經貿往來，並爭取旅居當地台灣民眾的權益，駐亞特蘭大辦事處於2013年開始，推動與州政府洽簽駕照相互承認並免試換照。
