行政院原擬軍公教月退俸從半年發放改為按季發放、逐步改為按月發放，減少債息支出，但媒體日前報導此事後，行政院臨時喊卡。立法院預算中心104年度中央政府總預算案評估報告指出，月退俸半年發放一次，溢發金額相對增加，潛藏國庫損失。

對此台聯黨立委葉津鈴提案修正陸海空軍軍官士官服役條例、公務人員退休法、學校教職員退休條例，明定軍公教人員死亡後次月起就停止發放月退俸，避免溢領狀況嚴重，加重國家負擔。此案今天交付立法院各委員會審查。

Taiwan holds green energy investment forum

Taiwan's Ministry of Economic Affairs (MOEA), Ministry of Finance, Financial Supervisory Commission and National Development Council on September 29 jointly held the 2014 International Green Energy and Finance Forum in Taipei.

The event was in line with the government's efforts to promote securitization of PV power-generating investment projects, according to industry sources.

The forum focused on introducing private investment to the renewable energy sector and providing financing as incentives to promote development of renewable energy in Taiwan, with non-executive director Julian Elizabeth King for UK-based Green Investment Bank and director/team head Mirko Sedlacek for Germany-based Power, Renewables and Water Division, KfW Ipex Bank being two main keynote speech speakers.

Through coordination by Bureau of Energy under MOEA, there were16 local banks offering project financing for PV power-generating projects as of the end of 2013. The total financing stood at NT$7 billion (US$233million) in 2013 and is expected to exceed NT$10 billion in 2014.

南投縣埔里基督教醫院前院長趙文崇(64歲)，長期關注偏鄉兒童早期醫療，獲第24 屆醫醫療奉獻獎。記者詢問他為何成為醫師，他稱阿公是藥劑士、父親是留日的醫師，自己順理成章地就讀台北醫學大學當醫師，實習時發現外科醫師開刀時間長，內科醫師做研究挫折大，選擇成就感最大的小兒科，「原本病懨懨的孩子，因診斷治療正確，隔天就生龍活虎，很有成就感。」
 
趙文崇表示，畢業後到彰化基督教醫院工作，得知院長蘭大弼醫生退休前有意送一名醫師前往英國接受小兒神經科訓練，他自告奮勇，遠赴英國倫敦大學神經研究所學習，立下兒童早療醫學的基礎。1995年又前往美國西北大學深造，獲語言病理學博士，2004年在埔基創立兒童早療中心。
 
趙文崇說，環境對於孩子的學習發展很重要，不少偏鄉家庭結構不健全，學習環境刺激不夠，導致孩子出現學習發展遲緩，這些年他深入偏鄉不斷宣導教育觀念，也在各教育大學特教系所研習會，要特教師教導班上孩子如何跟特殊的孩子相處，「對的事，努力去做就對了」。(楊靜茹／南投報導)
