黃金價格周四上漲逾1%，創近三周收盤高點。聯準會(Fed)最近的會議記錄，鷹派語氣不如投資人預期，支撐了黃金價格上漲。

看空黃金的避險業者又踢鐵板了！正因他們太過輕忽聯準會（Fed）釋出的鴿派訊息，以及投資人對黃金難以磨滅的熱情。

《彭博社》周一（14日）指出，上周紐約黃金期貨走高 1.2% 至每盎司 1319 美元，將今年漲勢進一步推高至 9.7%；上周 MSCI 全求股指下跌約 1.9%。

統計顯示，截至 4 月 8 日當周，避險業者與投資經理人已將黃金淨多頭部位，下砍 7.4% 至 98492 口期貨與選擇權合約，為今年 2 月以來低點；同時放空部位增加 6.5% 至 5 周高點。

但說時遲那時快，隔（9）日公布的會議紀錄，大幅緩合了市場先前的升息疑慮，金價隨即大漲，出現一個月以來最大周增幅。

事實上，過去 4 周投機投資人已有 3 周被打臉，輕忽金價的上漲動能。

投資機構 Sica Wealth Management 經理人 Jeffrey Sica 說，這陣子金價深受 Fed 釋出訊號影響，最新出爐的會議紀錄透露退出寬鬆的步伐將「遠慢於預期」，這與一般交易員原先所想「明顯不同」，所以黃金走勢才會與預期有著極大落差。

然而上周的變化，依然無法改變高盛（Goldman Sachs）與摩根士丹利（Morgan Stanley）看衰黃金的看法。

摩根士丹利分析師 Joel Crane上周在報告指出，未來幾季幾乎不可能見到金價上漲，估計下半年將跌至 1168 美元左右。

高盛分析師 Jeffrey Currie 則在上個月就表示，年初這波金價上攻只是「一時」的，隨著美國經濟回溫，黃金就會一路向下。

新京報報導，大陸當局從2005年批准浦東新區綜合配套改革試驗區到南沙新區獲批准，大陸國家戰略性區域規劃已推出53個，但2004年提上日程、三易其名的京津冀規劃，一直未推出。

報導指出，中共總書記習近平今年2月26日主持座談會，對京津冀協調發展提出「七點要求」，明確表態要自覺打破自家「一畝三分地」的思維模式，京津冀區域規劃編制，駛入「快車道」。

大陸國家發展和改革委員會9日發表消息說，正與有關部門和地方研究編制首都經濟圈一體化發展的相關規劃，規劃包括北京市、天津市和河北省；報導認為，發改委的表態，被視為京津冀區域規劃3.0版將落地。

京津冀區域規劃3.0版到底有什麼內容，外界尚不得知，但大陸一些媒體14日已經披露了京津冀一體化的相關政策。

中新社14日報導，由於北京市每年人均可利用水資源量僅為世界平均水準的1/10，河北省唐山市曹妃甸區北控水務集團公司正在進行渤海的海水淡化發展，未來將可輸送淡化的渤海水給北京「止渴」，遠期目標進京海水淡化規模每天可達300萬噸，供給北京1/3的用水。

另外，京津冀交通「一卡通」，天津市當局透露，京津兩地交通運輸部門將建立定期溝通協調機制，先實現兩地高鐵、地鐵、公共汽車一卡通行。

天津市科學技術委員會則透露，京津兩地將協調建設雙城間高速公路周邊充電設備，讓純電動汽車、電動公共汽車「無障礙」通行。(中央社)
