民進黨立委陳其邁輪值當本周內政委員會召委，並排後天審查《兩岸服務貿易協議》，國民黨團上午開記者會，痛批民進黨破壞議事慣例。國民黨政策會執行長林鴻池說，依《立法院各委員會組織法》規定，「同一議案，由一人連續擔任主席」，服貿是國民黨政策，民進黨也多次揚言，服貿本會期不會過，現在又搶著排案，目的是只是要杯葛，掐死服貿。

林鴻池說，將請立法院長王金平協商，中午也將開黨團大會，若民進黨堅持後天審查服貿，將有因應方案。林也說，服貿協議根據朝野協商結論，開完公聽會後再審查，國民黨不會片面撕毀協商決議，仍會完成審查，「這是中國國民黨的格。」

不過內政委員會另一召委張慶忠上午也出席記者會，立場顯然與黨鞭不同。張說，依據《立法院職權行使法》，「各委員會審查行政命令，應於院會交付審查後三個月內完成之；逾期未完成者，視為已經審查」，他認為，「服貿協議早該生效了！」

張慶忠還動怒，數度拍桌反駁林鴻池說，朝野協商要有誠意，民進黨一天到晚破壞協商，民進黨排公聽會排了半年，現在陳其邁又搶著排審查，「人家一天到晚破壞協商，你們還要拿和諧當理由！老百姓都不用吃飯了！我主張服貿依法生效！」

國民黨團上午稍早開幹部會議，據透露，會中也有鷹派藍委砲轟，要求行政機關硬起來，直接宣佈服貿已經生效，不過國民黨曾永權在會中仍裁示，要求先照朝野協商決議，由國民黨排審查，暫不考慮直接生效。（何哲欣／台北報導）
