針對2014地方選舉，民進黨通過「帶槍投靠」條例，台南市黨部受理參選意願登記。登記截止計市議員3人，里長35人，其中30人為現任里長，台南市民進黨籍里長也增加至178位。

市黨部主委蔡旺詮指出，此次全代會通過之「帶槍投靠」條例，係針對入黨未滿2年之黨員，辦理參選意願登記，完成登記有意繼續參選市議員，非現任議員的有3位；里長部份有30位國民黨或無黨籍之現任里長，另有5位非現任里長是上屆參選取得得票最低門檻，合計35人。

蔡旺詮表示，從國民黨或無黨籍人士踴躍加入民進黨，認同台灣本土理念，願意為2014地方選舉一起打拼，完成2016中央執政的目標，顯見馬英九政府施政大失民心，台南市的民心思變。

蔡旺詮希望帶槍投靠的新同志能為民進黨爭取更廣泛的支持，以實際行動展現認同與支持台灣本土理念，大家一起為2014地方選舉打出好成績，2016中央選舉贏回執政權。
