農糧署昨晚公布第3季市售米抽驗結果，有8件品質、品種標示不實，農糧署卻先通知糧商下架才公告，罔顧消費者權益。農糧署副署長陳建斌坦言，「我很坦白的說，上周就要公告、我上周就看過了，但長官很忙沒批公文。」並指「長官」是「內部長官、好幾位」。

陳建斌補充，這次業者僅標示不實，並無食安問題；對於延遲造成消費者權益受損，未來會檢討公布流程、時機，不過這次是因9月18日修正「違反糧食管理法案件處分裁量作業要點」，為求周全、審慎而公布延遲，絕無隱匿之意。

（軍聞社記者陳建興臺北廿七日電）參謀總長高廣圻上將今日主持「國軍102年督察工作年終檢討會」，期勉督察人員以宏觀的督察立場，建立「整體督察」理念，發揮橫向監督功能，深入執行內部稽核，建構專責體系，落實部隊訓練與任務決策推動順遂，期能有效降低危安事件發生，確維部隊戰力。

　督察年終工檢會上午在參謀總長簡報室舉行，會中進行年度督察工作報告、各單位重要工作執行成效檢討與策進專報，總長並頒獎表揚「國軍飛、航安」及「督察工作」等績優單位。

　高總長指出，人員因長期在熟悉穩定環境中執行工作，最易鬆懈危機意識，對危機及不正常現象喪失警覺，或因過度自信，忽略風險存生而滋生潛存危安。

　為降低風險，高總長期勉各級幹部強化「建立制度而非靠個人好惡、講法治而非靠人治、照程序而非靠經驗、憑技令而非靠記憶」觀念，落實基礎面，並依規定及程序按部就班執行各項任務，維護工作紀律與品質，防杜危安事件肇生。

　鑑於國軍各型新式裝備陸續返國，總長要求各級主官、管力行「走動式管理」，以「勤查、勤訪、勤看、勤驗證」等具體作為，親赴基層宣教督導，協助解決窒礙問題，並確實追蹤複查，強化危安預警能力，嫻熟預防機制，以消弭危安事件。

【蘇威全╱綜合報導】60歲日本資深音樂創作人山下達郎的招牌曲之一《聖誕夜》，日前重新再版發行，本周再度擠入日本公信榜前10名，首周銷量2萬張，這首聖誕名曲，也創下橫跨1980、1990、2000、2010四個年代都有TOP10佳績的紀錄。
 
《聖誕夜》原本收錄在山下1983年原創專輯《MELODIES》中，1988年起獲選為JR東海「聖誕列車」的電視廣告歌，而受到許多粉絲喜愛。該曲後來多次再版，今年適逢問世30周年，唱片公司特別重新發行，並加收該曲的不插電版本，初回限定版還附錄1989年演出該系列廣告的牧瀨里穗錄製的短片。
