【陳嘉恩／台北報導】擔任展場主持人的正妹許恬瑜，近日在街頭發起「愛的抱抱」募款活動，希望一圓全家出遊夢想，並把愛傳達給街頭路人，有不少網友和民眾被感動，但也引發違法勸募疑慮。衛生福利部今天表示，許恬瑜街頭勸募行為，已涉及違反《公益勸募條例》規定，該部已責成北市府進行查處。

衛福部指出，《公益勸募條例》規定，個人不得發起勸募，募款所得也不可用於個人用途，將要求許恬瑜將勸募所得5萬多元依法返還捐款人或轉交主管機關，由主管機關再依法轉交相關單位執行。若經制止仍不遵行者，將可處4萬至20萬元的罰鍰，並得連續處罰。

【大紀元2013年10月27日訊】（大紀元記者張婷比利時報導）在白雲飄飄中跳傘慶祝生日，多麼浪漫可愛的想法。可是當11名比利時人想實施這一想法時，不慎喪生，使得這一喜慶的生日變為了悲哀的「祭日」。

10月19日下午，一架載有10名跳傘人員的小型飛機在比利時法語區Namur 的一片田地裡墜毀。飛機空中著火，無一人生存，包括飛行員共11人喪生。此次飛行不是為了跳傘訓練，也不是為了旅行，而是機上人員為了以跳傘這種特別方式來慶祝一位女士的生日而發起的。

據《每日電訊報》報導，週六下午3：30分左右，一架輕型飛機從比利時首都布魯塞爾東南部的Temploux機場起飛，很快飛機在空中著火。一個機翼墜落後，飛機上有4名乘客拚命試圖逃脫飛機，但是無法打開機艙門。這位過生日的女士也是遇難者之一。

墜毀場面非常悲慘，飛機很大一部份已被燒燬，機上人員沒有一人能夠逃生。死者的年齡大多在20歲到40歲之間，根據得到的關於死者的信息，一名來自弗拉芒區、6名來自法語區的Namur、2名來自瓦隆區的Walloon Brabant、一名來自Hainaut，還有一名來自盧森堡大公國的Grand Duchy。

事故的具體原因目前還尚未查出。但根據幾位目擊者，很可能是機翼折斷。一位目擊者說：「我剛看到一架飛機在飛行中失去了右翼，墜落下來。隨後聽見一聲巨響。我沒有看見任何人通過降落傘逃生。」還有一位目擊者也表示，看見飛機從頭頂上飛過同時有不明物體在往下掉。

目前調查人員還需將目擊者的證詞、飛機碎片分析結果以及飛機的維修記錄結合起來，綜合調查墜機原因。估計在短時間內很難公佈最終結果。

Namur跳傘社團（Paraclub Namur）的幾位成員也在遇難者之列。該團的 Nicolas Hormans先生表示，飛機突然墜落時很可能距離地面有大約3公里，在急轉直下的瞬間把艙內的所有人都甩得東倒西歪，根本不可能有人能夠有機會打開機門進行安全跳傘。

據悉，這架瑞士製造的Pilatus PC-6 Turbo Porter飛機並不是第一次出事。在2000年，它曾在一個機場上墜毀過，當時造成飛行員和10名乘客受傷。事發後，這架飛機在2002年被重建，之後賣給了Namur Air Promotion公司。之後一直運行很好，直到17號發生第二次墜毀。

事發後，國王菲利普，首相迪呂波和其他部長們趕到現場查看情況並向遇難者家屬表示慰問。
