國際貨幣基金（IMF）副發言人莫瑞（William Murray）今天表示，美國需要明確、持久的財政政策，以降低對經濟活動的不確定性。

IMF今天舉行例行新聞簡報，對於美國16日才驚險解決政府關門以及避開舉債上限危機，莫瑞強調，「美國需要有一個可以持久的解決方案」。

莫瑞指出，經濟活動中，不確定性不是一個健康狀況，必須要盡可能想辦法解決，至於美國債務上限問題，也需要有一個持久的解決方案。

以IMF原則認為，美國需要提出一個明確的中期計畫，才能處理當前財政問題的挑戰。

美國參議院與眾議院成立預算委員會，即將針對長期預算方案進行討論，包括社會福利、稅制改革以及全面自動刪減支出（財政扣押）等問題，都將是民主與共和兩黨協商重點，首次會議很可能在30日舉行。

由於美國連月來陷入財政僵局，對經濟信心造成傷害，美國財政部長路傑克（Jack Lew）今天在華府智庫「美國進步中心」（CAP）演講中呼籲國會議員，以中長期可行的預算支出刪減取代全面減支，以維護美國國家安全與經濟利益。

英國政府在全球金融危機爆發時採取緊縮的決定，到底正不正確？

經濟學家肯尼斯·羅格夫（Kenneth Rogoff）最近一篇引起熱議的評論，給了肯定的回答。羅格夫指出，儘管從事後看來政府應該借得更多，但當時英國確實存在步上希臘後塵的風險。因此，照此看，財政大臣奧斯本（George Osborne）堪稱全球金融的英雄。

為了證明當時存在資本外逃的風險，羅格夫用了歷史案例來證明，英國信用表現遠遠稱不上可信。他指出，1932年英國對其欠美國的第一次大戰債務違了約，在二戰後積累大量債務，以及英國「在20世紀50年代中期～70年代中期，數次依賴IMF的援助」。

羅格夫的分析並沒有提到這些所謂的「過錯」發生的背景。1932年，對美國一戰貸款違約，一直是英國債務史上最大的污點，但了解其中的背景是十分重要的。在大戰結束後的世界新形勢中，戰敗國欠戰勝國大量債務，戰勝國的協約國彼此之間也欠著大量債務（美國是唯一的淨債權國）。凱因斯正確地預測，所有這些債務最終將會違約。

英國是唯一一個試圖還債的國家。儘管欠英國債務的國家沒有還錢，英國仍舊還了美國十年的錢，直到深陷大蕭條才停止債務償付。

羅格夫對二戰後債務積累的討論也沒有切中正題。他聲稱「如果英國不用規則和監管將債務的名目利率維持在通膨水平之下，其債務／GDP比，將在1945～1955年間上升而不是大幅下降」，這完全沒有擊中要害。事實是英國確實設法採取了一系列政策（包括鼓勵經濟成長的政策）降低債務水平。
