剛果民主共和國叛軍「3月23日運動」（M23）今天表示，盼望與政府緊張關係能有重大突破，並願意近日內在烏干達舉行雙邊和平會談，簽署和平協議。

南非新聞網站「新聞24」（news24）今天引述M23表示，經過多個國際團體居間調停，他們願意在烏干達首都坎帕拉（Kampala）與剛果民主共和國（DRC）政府舉行和平會談，也有意願做出重大讓步，促使雙方簽署和平協議，營造一個安定和平的剛果。

上述團體包括聯合國、美國、聯合國剛果特別任務小組、歐洲聯盟及非洲聯盟。

來勢洶洶的M23，因政府沒有信守2009年所簽署的和平協議而再度造反，長年擾亂並掌控天然資源豐沛的東北方北基伍省（North Kivu）一帶，這也是剛果與烏干達邊境交界區域。2012年11月，M23更進一步占領該省省會果瑪（Goma）迄今，引發內亂，造成數10萬難民潮，遭到聯合國嚴厲譴責。

聯合國同時高度懷疑烏干達與盧安達在背後支持M23，但遭到兩國否認。

據報導，坎帕拉和平會談重點將放在特赦叛亂分子，以及將叛軍收編為國家正規部隊為主。不過，剛果政府因為受到國際支持，將不考慮特赦M23的主要領導人。
