美國能源資訊署（EIA）上修今年西德州輕原油（WTI）價格預測，也調高全球需求預測。

能源部的統計單位EIA，8日在每月公布的短期能源展望中，把WTI由9月預測的每桶98.59美元調升為98.69美元；今年每日需求由上個月預估的9,006萬桶，上修為9,026萬桶，去年需求為8,929萬桶。

EIA在報告中說：「非OECD亞洲國家、尤其是中國，是上修全球消耗預測的主因。」

WTI最近期期貨價8日午盤報103.72美元，比前市漲0.67%。

另外，知情人士透露，沙烏地阿拉伯到9月止已連續三個月每日生產逾1,000萬桶原油，第3季產量創32年來最高水準。消息人士表示，全球最大產油國沙烏地阿拉伯上個月每日生產1,012萬桶，8月高達1,019萬桶。

紐約商品交易所8日早盤WTI原油期貨漲0.5%至103.53美元，WTI上個月下跌4.9%。

【大紀元2013年10月10日訊】（大紀元記者李平綜合報導）近年來，已退休的中共中南海高層以考察、遊覽形式再露面，愈發頻繁；此類「露面」的形式行程，以及陪同人員身份級別等引發政治解讀。近日，港媒披露中共高層退休後的「潛規則」。對比這些潛規則，深陷被調查傳聞的中共前常委、政法委書記周永康的最近幾次「露面」完全不合中共的「規矩」，反證其身處絕境。

中共高層官員退休後的「潛規則」

近日，據港媒《大公網》報導稱，有些退休的中共高官被認為仍具有巨大政治影響力，因此，存在巨大的政治解讀空間，這是中共統治下的政治社會的一種「奇特」現象。

報導稱，已退休後的中共領導人因不再承擔具體政治事務，再「露面」多屬私人性質，以回鄉訪親、外出遊覽為主，有些外出雖冠以考察、視察之名，但也並非唯一行程，往往輔以遊覽活動。

報導稱，這些中共退休高層的頻頻現身，陪同的人員有講究：中共地方大員是慣例，而夫人和老部下是亮點。退休的中共高層外出的陪同人員，有諸多「講究」，甚至成為「潛規則」

關於陪同人員的級別，也有一定「標準」配置。梳理髮現，正國級的退休高層活動，多有省級一、二把手，或其他正省級官員陪同；副國級領導人，多為副省級、廳級官員和市縣官員陪同，正省級官員並不一定陪同。在多數活動中，上至省委書記省長、市委書記市長，下至縣鄉鎮一把手，都有「義務」陪同。

周永康「露面」完全不合中共的「規矩」

10月1日，中共前常委、政法委書記周永康以校友的身份出席了中石油大學60週年的校慶活動。但中共官方中央級媒體隻字未提，活動照片也只由該大學網站發佈。

而在10月2日，該校在北京體育館舉辦「建校60週年慶祝大會暨校友師生聯誼會」。中共原國務院副總理吳儀等校友參與活動。期間，吳儀及與會嘉賓上台演唱歌曲，排場很大，出盡風頭。中共的官媒高調報導。但上萬人的聯誼會，周永康卻缺席了。

最妙的是，10月4日，同樣是中共退休政治局常委李瑞環也公開在北京國家網球館觀賽，竟由政治局委員、北京市委書記郭金龍陪同。

港媒《東方日報》報導稱，吳儀的政治地位遠比周永康差一大截，而吳儀卻大出風頭；同是常委的李瑞環卻由北京市委書記陪同，其「待遇」不知比周永康高出多少！要不是周永康現在「身上有事」不可能這麼低調，這完全不合中共的「規矩」。

周永康露面自曝身處絕境

北美新浪網轉《澳洲日報》報導說，周永康之所以還能享有一定活動的自由，是因他還處在中紀委調查階段。如何處理周，中共總書記習近平還在權衡之中，只差沒有在「雙規」周永康的報告上簽字。

又據香港媒體報導，習近平在8月27日主持的中央政治局會議中通過一項未公開決議，即對周永康進行立案調查，由王岐山任組長，要求一查到底，決不手軟。

在薄案背後中共當局隱藏了薄熙來政變和活摘法輪功學員器官的罪行，而這兩項罪責背後都指向周永康。「追查國際」的證據顯示，周作為政法委書記時，是活摘器官罪行的負責人之一。

十八後，江系核心人物周永康的親信鐵桿李春城、吳永文、郭永祥等被調查；薄熙來庭審期間，周在中石油的心腹王永春等4名高管及原中石油集團董事長蔣潔敏被調查。被稱為周家「白手套」的神秘富豪吳兵、周永康的兒子周斌、兒媳及岳父母一家，被大陸媒體曝光。在薄案後，周斌被官媒拋出，向外界釋放重大信號。

9月5日，北美新浪網引述《澳洲日報》的消息稱，周永康心腹、現任「6‧10」辦公室主任兼公安部副部長李東生被調查，同時遭到調查的還有最高檢察院檢察長曹建明。但此消息，尚未得到中共有關部門的證實。
