【大紀元2013年09月23日訊】（大紀元記者周恆英國報導）牛津大學表示，儘管有人表示他們耗資2150萬的新學生宿舍是修建在了受到污染的土地上，他們有信心符合所有的條件，因此宿舍將按計劃在近日迎來新生。

這片新的學生宿舍修建在Castle Mill，共有幾座五層高的大樓，包括439個單元供研究生居住。宿舍附近是一個具有特殊科學價值地點（Site of Special Scientific Site）和一個具有重要歷史意義的建築，宿舍修建地原先是一個火車岔道。

牛津大學的發言人表示：「大學將會按計劃在下個學年把新的研究生安排在Castle Mill的住宿地點。在獲得獨立的法律建議後，我們有信心，這個地點完全符合居住用途，我們把這個住宿地點用在它的計劃用途上，我們有信心認為自己的做法是合理而且負責任的。我們已經全部處理了這個地點的污染問題，採取了所有必要的修復工作，以符合市政廳和環境部門的要求。」

環境保護組織「保護英格蘭鄉村運動」（CPRE）已經把牛津大學告到了高等法庭，案件將在10月23日審理。這個組織在牛津的負責人表示：「嚴重的規劃和環境問題仍然沒有解決，這包括對污染帶來的擔憂。發給大學的規劃許可明確表示，這些建築需要符合一些重要的規劃條件後才可以入住。如果牛津大學對於尋求解決這些建築帶來的災難性的影響持有認真態度的話，它就應該推遲讓學生入住。但是，如果他們想要繼續的話，市政廳應該使用它的執法權力來阻止學生入住。」

牛津市政廳目前正在對這個開發項目進行重新評估，並且表示，牛津大學讓學生入住，將需要自己承擔風險。牛津市政廳的發言人表示：「我們已經建議過大學，讓人入住需要它自己承擔風險，規劃的條件還沒有被免除。市政廳還在對執法的備選方案進行法律諮詢，我們知道，在所有的備選方案被研究之前，法庭不願支持過早的行動。」

目前網上進行的反對這個開發項目的請願已經得到了超過三千人的支持。

股市資深分析師賴憲政今(24)日指出，由於美國QE3未如市場預期縮手，「要退不退很討厭」，股市最怕這種不確定性，再加上台灣去(2012)年第四季GDP偏高，墊高比較基期，今(2013)年第四季GDP難出現好看的數字，因此，預估今年第四季不會有外資樂觀看好的9000點高點，強調要看高點需待至明(2014)年3月，而類股方面則以金融股較具亮點，可做為「存股」標的。

賴憲政指出，美國QE3未如市場預期縮手，主因為美國經濟復甦尚未達美國聯準會(Fed)的標準，又台灣第四季GDP在去年比較基期高的影響下，難突破3%，基本面不夠好，因此預期台股第4季難看到9000點。

不過，賴憲政認為，歐洲景氣逐漸回穩、中國經濟成長力道也有一定水準，再加上日本安倍3箭刺激景氣，股市氣氛可望越來越好，明年第一季台股有望見高點，最可能時間點落在農曆年後的3月。

另外，賴憲政預期Fed將在12月的會期、或最慢在明年第一季就宣布縮減QE3，「若能緩慢撤退就很漂亮」。

賴憲政也指出，因台股日前除權息，事實上現階段台股實質上已突破前高8439點，第四季操盤還是會「辛苦一點」，年底前可關注目前本益比偏低、約9-10倍的金融族群，是理想的「存股」選擇。
