南管音樂張鴻明藝師為國家指定重要傳統藝術保存者，今年7/26辭世，享壽95歲，9/21上午賴清德市長前往台南市殯儀館景行廳頒贈表揚狀，由張師母代為接受表揚。

賴市長表示，張鴻明老師雖已離世，然「哲人日已遠，典型在夙昔」，其一生的風範事蹟，將保留在台灣的南管史冊中，世代永傳下去、生生不息。

賴市長表示，告別式場上發生一件非常的奇妙的事情，就是有一隻鳥棲息在會場上空中，這是他擔任立委、市長以來，近20年期間至殯儀館參加公祭無數次，第一次遇到這種情形，應該是張老師有所感應。

張鴻明老師2012年11月發現腦部栓塞性中風及大腸癌病變，配偶雖來台貼身照顧，但子女為中國國籍，無法長期來台灣實際關懷照顧生活起居，只能兩老長期居住於老人養護中心。

2013年2月春，農曆年節前，賴市長亦曾赴養護中心探視人間國寶，致贈醫療慰問金，並由張鴻明老師及南聲社員共同獻唱同歡。

強颱天兔發威，為屏東恆春半島帶來豪大雨，導致滿州鄉21日海水倒灌，居民嚇得以為發生海嘯。

據報導，屏東縣滿州鄉九棚村21日清晨5點適逢漲潮，加上強颱天兔影響，發生海水倒灌，海水夾帶珊瑚礁、樹枝和海藻，沖進1名獨居的葉姓婦人家中，嚇得她趕緊拿著包包帶著狗逃出家門。

葉姓婦人逃到馬路上時，恰好被好心巡視的村民救起，安置到安全處。葉姓婦人的家門口，充滿石頭、珊瑚礁、樹枝和海藻，九棚村長許志成眼見情況不對，趕緊請軍方幫幫忙協助民眾，共撤離11戶40餘人。因強浪逼近住家，稍早村長也協請軍方撤離11戶40多人，村長許志成表示，「活到60歲沒見過這種恐怖的景象！」。

中央大學大氣科學系兼任副教授吳德榮說明，強颱天兔路徑偏南，屏東縣缺乏高山屏障，居民要嚴防豪雨，預計未來會轉變為中度颱風。
