記者孫偉倫／台北報導 洪仲丘因受不當操練致死而引起民眾不滿，1958公民行動聯盟20日號召民眾包圍國防部抗議，國防部副部長楊念祖出面接受陳情與訴求，承諾開放第三方司法單位參與偵辦洪案、保存證據與保護證人、改善1985申訴制度等。 民眾在網路上組成「公民1985行動聯盟」，發起「公民教召運動」，號召民眾於早上包圍國防部，並將於晚間在立院旁舉行燭光晚會，號稱「史上最大的退伍軍人集會」。 國防部副部長楊念祖在將近10點左右出面接受陳情，並登上宣傳車向民眾鞠躬道歉，承諾接受主辦單位包括開放第三方司法單位參與調查，保護證人與保存證物，改善1985申訴制度等三項主要訴求。
