立法院台聯黨團25日召開記者會，批評新北市長朱立倫承諾當選後將向市議會提案，把機車報廢獎金由現行1000元提高為3000元的悠遊卡儲值津貼，但這項「減碳津貼」最後卻淪為「抽獎活動」，中獎率只有約8％，不是每位新北市報廢機車車主都能得到補助，「減碳津貼」只做半套，形同是騙選票。

台聯新北市長參選人林志嘉表示，新北市長朱立倫在2010年選舉提出「綠色交通新政」，有關減碳津貼提出「機車報廢，補助3000元悠遊卡儲值津貼」政見，但減碳津貼政見卻變成報廢機車抽3000元悠遊卡活動，過去兩年只有6740位市民被抽中，並不是每位設籍新北市報廢機車車主都能得到補助；根據新北市政府環境保護局資料顯示，2011至2012年度機車報廢數共有8萬9149輛，但車主想獲得3000元的機車報廢補助津貼，卻還須如買樂透一樣，得靠「運氣」。

林志嘉說，候選人推出選舉政見時，不應完全沒有考慮財政狀況而亂開支票，如今「減碳津貼」卻淪為「抽獎活動」，如果這不叫「騙票」，什麼才叫「騙票」？朱立倫每天將市政掛嘴邊，但朱市長認真市政下的「福利」，竟是「摸彩」福利。
