南部五縣市長今天齊聚，呼籲中央續編六年六百億治水預算；政務委員兼行政院南部聯合服務中心主任楊秋興認為，中央是應續編六年六百億元經費治水，但是治水不應分「顏色」，地方也應與中央一心一體、不要爭功諉過，各個地區才能減少水患。

當過九年高雄縣長的楊秋興說，如果防洪治水分「顏色」、分「地方」和「中央」，當年88風災的重建工作就無法進行。

他以目前全球氣候變異和自己的施政經驗指出，過去防洪治水採用的洪水頻率，不管10年、20年或100年，都是在氣候正常的時候才能發揮功用，可是現在全球氣候異常，洪水、豪大雨的頻率已經很難用固定的洪水頻率來預估，愈來愈難預測，甚至很短的年限裡就會發生。

因為豪大雨、洪水難測，楊秋興支持中央續編六年六百億治水經費，但認為地方也應充分配合，中央和地方各有河川要管，區域防水歸地方，大家通力合作，才有可能減緩水患。

他指出，高雄市近年治水的一百多億元預算，大部分就是中央編的經費，高雄市現在做的幾個滯洪池也是他在縣長任內規畫，都是中央補助大部分經費。

【大紀元2013年09月01日訊】（大紀元記者陳俊村編譯報導）前國際赫爾辛基人權聯合會（International Helsinki Federation for Human Rights）執行長羅德茲（Aaron Rhodes）於8月29日在《華盛頓郵報》發表評論文章稱，中共領導人最近下發文件表達對人權和自由主義等西方觀念的輕蔑，此舉不但承認這些觀念威脅中共的統治權力，也不慎透露這些觀念就是其弱點所在。

文章說，《紐約時報》的報導提到中共高層發出「9號文件」警告各地官員，如果不能消除「西方憲政民主」、倡導人權的「普世價值」、「新自由主義」以及對中共過往歷史的批評等種種反動潮流，中共可能會失去權力。

羅德茲認為，在明確提及特定的西方觀念時，中共領導人已經承認了這些觀念的力量存在。儘管這些警告可能僅僅被視為，中共領導人擔心經濟停滯和貪腐猖獗會引發社會大眾的憤怒，但這份文件卻也反映出更重要的一點，亦即中共領導人認定西方觀念的力量能擊敗由專制官僚政治所支撐的呆滯思想意識。

文章表示，雖然此文件指控提倡人權和民主的人士利用這些觀念掩蓋其奪取政權的藉口，但收到該文件的年輕官員必然會看到其相反的意義──正是中共領導人緊握權力不放，他們倡導的信仰制度使其每一步行動都曝露出來。

自「9號文件」發佈以來，中共媒體強烈譴責憲政主義和公民社會，還有郭飛雄等維權人士遭拘押。中共政權顯然懼怕受觀念和信仰激發的個人、團體和機構。

文章提到，中共有系統地迫害基督教團體，它們並未涉足政治，而是其成員的信仰牴觸了中共竭力主張的「愛國」。中共也打壓仍信奉羅馬教宗的天主教徒，並建立所謂的「愛國教會」欺騙世人。還有新教徒也逐漸受到壓迫，很多人被迫轉向「家庭教會」。

文章說，中共以最殘酷的迫害手段對付法輪功學員。自1999年的大規模鎮壓以來，有很多法輪功學員被非法逮捕、酷刑折磨和迫害致死，迄今已有幾十萬人受害。兩位備受尊敬的加拿大人權活動人士喬高（David Kilgour）和麥塔斯（David Matas）著有可信的調查報告，陳述中共當局強摘並出售法輪功學員的器官牟利。

羅德茲最後在文中寫道，專橫的中共政權顯然害怕人權和民主之類的觀念、以及與其宣傳手法分離的任何信仰。中共對人權普世價值、憲政民主和基本自由的譴責，不但凸顯出其權力的脆弱，也代表在其壓制之下，西方的觀念仍具有力量和彈性。

海峽女雙組合謝淑薇、彭帥，今天在美網女子雙打項目，擊敗對手庫茲妮佐娃與史托蘇兒晉級第3輪。但首盤彭帥一顆回擊球打中站在前方的謝淑薇，讓小薇直喊好痛。

謝淑薇、彭帥今天遇頑強勁敵，花了2小時7分鐘，才以7比5、4比6、6比3晉級16強。而首盤彭帥的回擊球正中謝淑薇，她賽後受訪說，彭帥控球一向很準，「以為不會打到」，連閃都沒閃，「還蠻痛的」。

費了一番氣力才奪勝，謝淑薇表示，比打單打還累，因對手曾奪大滿貫女子單打冠軍。謝淑薇也曾經在青少年時期，和庫茲妮佐娃（Svetlana Kuznetsova）搭檔，清楚對手實力底氣足且有備而來。

評價頂尖單打選手打雙打，謝淑薇說，他們擊球、速度快很多，而且對手底線抽球很旋、很刁鑽，打起來很像在打單打，因為雙打很少打這麼長時間。

對於第2盤第5局的爭議球，謝淑薇說，確實球已出界，因為場上有球印，卻被判界內，情緒受影響，導致輸掉這1局，也讓賽事有些翻盤。

加上拿下首盤，謝淑薇坦承，自己在第2盤比較放鬆，只要高球放不好，就很容易遭到對方殺球。所幸第3盤即時回穩奪勝。
