大陸的銀行近期陸續公布半年報，最新一家是招商銀行，其公布的數據顯示上半年不良貸款出現「雙升」，即不良貸款餘額為人民幣149.25億元（約新台幣746億元），比年初增加人民幣32.31億元（約新台幣162億元）；其不良貸款率為0.71% ，比年初提高0.1個百分點。

與招商銀行相近的，還有另外三家公布半年報的銀行，包括華夏銀行、興業銀行、浦發銀行。這些銀行也都有不良貸款「雙升」的問題。

其實也不只這四家銀行有不良貸款「雙升」的問題，這看來是大陸銀行業的普遍問題。中國銀監會日前公布今年上半年數據，顯示截至二季度末，大陸商業銀行不良貸款餘額繼續上升至人民幣5,395億元（約新台幣2.7兆元），較一季度末新增人民幣130億元（約新台幣650億元）；不良貸款率為0.96%，與一季度持平。

這是自2011年第四季以來，不良貸款餘額連續7個季度反彈，也是自2009年二季度以來17個季度的新高。

大陸銀行業不良貸款「雙升」，顯然與經濟下滑相關連。當經濟下滑，企業生產經營出現困難，有的資金鏈立即斷裂，有的更直接宣布破產，由之形成商業銀行的不良貸款增加。

證實這一判斷的，是有關資料顯示，不良貸款多發在經濟發達的東部沿海地區，特別是一些經濟高速成長的地方。

今年上半年，大陸銀行業金融機構新增不良貸款最多的前三個省市是江蘇、浙江、上海，三省市上半年的不良貸款餘額，已相當於全大陸不良貸款總量的45%左右。其中，新增不良貸款相當於大陸全國新增總量的六成。僅浙江一省，不良貸款餘額便達人民幣1,046億元。

大陸銀行業不良貸款的「雙升」，從指標上來還沒有突破紅線，所以不叫危機。按國際公認的不良貸款不超過貸款總額1.5%，商業銀行就不存在壞帳風險的原則，中國的商業銀行不良貸款率不足1%，尚在可控範圍。

而且，2013年上半年，商業銀行貸款損失準備金余額為人民幣1.5781兆元（約新台幣7.9兆元），商業銀行不良貸款餘額為人民幣5,395億元，撥備覆蓋率近300%。

大陸銀行業不良貸款「雙升」，沒有整體危機的問題，但有個別銀行的金融風險。因為問題在於，中國銀監會公布的數據指標，是整體拉平的，不能排除個別銀行問題特別嚴重。

當然，目前大陸的銀行不存在破產的問題，因為銀行一旦出事，政府會拿國庫的錢去救，為其補充資產或成立管理公司，為其處置不良資產。類似的事，前國務院總理朱鎔基當年就幹過。

雖然沒有金融大風險，但可能有經濟大影響。不良貸款的「雙升」，除了會影響銀行利潤增長，還會令銀行在風險管理上更緊張，銀行收緊信貸，可能是必然的反應。

日本內閣法制局局長小松一郎今天暗示，不會阻擋首相安倍晉三修憲、放寬集體自衛權的企圖。

安倍晉三希望修改第二次世界大戰後由盟軍總部訂定的和平憲法第九條，使日本擁有集體自衛權，意思是在盟國受到攻擊時可出兵援助。

內閣法制局數十年來的見解是，日本擁有集體自衛權，但不能行使這項權利。

小松一郎接受路透社訪問時說：「我們就法律事務，提供意見給內閣、首相和其他大臣。但最終做決定的是內閣，而內閣的領袖是首相。」

小松拒絕明白表示對這項議題的意見，或法制局的立場。但他強調持續性的重要。

小松一郎說：「幾位法制局前局長曾在報紙上表示，事情不該因一位新局長而改變，我完全同意。我們至今所表達觀點的持續性和一貫性很重要。」

政策研究大學院大學副教授道下德成說：「安倍晉三政府有民意支持、政治實力，對媒體也占上風。內閣法制局如果想違背他的意見，必須再思而後行。」
