三星電子股價遭「熊」噬，ITC專利判決補上一腳

Yonhap News報導，三星電子(Samsung Electronics Co.)11日表示，如果美國總統歐巴馬(Barack Obama)沒有否決美國國際貿易委員會(ITC)的最新判決，那麼它將會提出上訴。ITC 9日宣布，三星部分智慧型手機、平板侵犯蘋果(Apple Inc.)專利權，因此將不得輸入至美國販售。歐巴馬在未來60天內可基於公共政策考量否決上述判決。報導指出，三星可能會在10月出提出上訴。

彭博社報導，ITC 9日裁定三星產品侵犯蘋果兩項專利權。一週前，歐巴馬才否決ITC對蘋果的中國大陸組裝iPhone 4所下達的禁止進口命令。

英國金融時報報導，歐巴馬可基於公共政策考量否決上述判決，但如果他沒有動用否決權，蘋果將可以向美國海關主張三星新品(包括Galaxy S4、平板)持續抄襲觸控螢幕專利、要求相關單位下令禁售。

三星電子上週週線大跌4.35%、連續第2週收低；今年迄今跌幅高達19.19%。三星電子8月9日以1,230,000韓圜坐收、較今年1月2日的最高收盤價(1,576,000韓圜)下挫21.95%，符合技術分析的熊市(下跌20%或更多)定義。

蘋果9日在正常盤下跌1.42%，收454.45美元；盤後上漲0.19%至455.32美元。

中國中學生赴美留學人數　5年增加百倍

【綜合報導】根據統計，10年前很少有中國的中學生到美國留學；但最近5年，中國赴美留學的中學生出現大幅度的增加，並呈現出越來越低齡化的趨勢。
 
美國《基督教科學箴言報》報導，在2010-2011學年，大約有2.4萬中國高中生到美國留學，約佔中國在美國留學生總數的15%，而在5年前，中國赴美留學的中學生比較罕見。
 
另根據美國國土安全部的數據，國中階段便已在美國求學的中國學生，已經從2006年的65人增加到2011年的6725人，5年內成長了百倍。

成也蔡英文，敗也蔡英文？

蔡英文在馬總統出訪前拋出召開國是會議的主張，總統府立即回應歡迎朝野領袖會談，共商國是。但因朝野各有盤算，冒出「停建核四前提」的議題搗亂，一度有望的會談契機，眼看陷於膠著。

國是會議雖是延續自去年年金改革爭議的舊調，但從近來核四公投、大埔拆屋、洪仲丘案等一連串事件引發政局紛亂，此際召開國是會議，就算未必真能凝聚共識，多少應有化解對立、和緩爭議的效果。只是，此事目前看來，成事機會已不大，可謂「成也蔡英文，敗也蔡英文」。

蔡英文在25萬白衫軍走上街頭後，呼籲馬總統召開國是會議，不但挾民氣可用，更有助自己站上民意制高點，對她再戰2016算是不錯的起手式。但十多位立委圍著她開記者會的動作太大，仿如回到「蔡主席」時代，當然讓她的潛在對手、現任民進黨主席蘇貞昌心裡很不是滋味，「兩個太陽」爭議又起。

蔡英文最大敗筆在於，她既已把「解決核四爭議」列在國是會議的七大議題之中，但在蘇蔡心結重新浮上檯面後，她為了營造團結形象，竟又呼應黨中央立場，提出馬總統應停建核四之議。其實，蘇、蔡要求馬政府停建核四，並非新聞，但既已將核四爭議列為國是會議重大議題之一，何苦現在就要求馬總統「立即停建核四」，並強調以此才能「展現誠意」？

此事暴露蔡英文的性格，她雖有不錯的思考能力，也能引領社會議題，卻缺乏細緻的處理手腕，縱有主張也未必能堅持。雖然蔡陣營事後解釋，立即停建核四是「議題」，不是「前提」，但已被總統府抓住辮子，成為朝野會談可能破局的藉口。如今連謝長廷都強調「朝野會談不應有前提」，從中參一腳；而「逼馬」變成「卡蘇」，國是會議還沒有影子，民進黨內已先亂成一團。

國是會議原本是當前亂局中的一個出口，但好不容易出現的和解契機，卻又在政治人物的利害算計中被犧牲。國民黨的執政令人不滿意，或許國是會議是個解方；但民進黨的「內亂」，難道要這樣吵鬧到2016？也許該先開個「黨是會議」吧！

【綜合報導】連續咳嗽兩個月，堅持帶病上班，繼續為市民服務的海南島萬寧市城西派出所副所長朱海玉，終於在上周四凌晨因病離世，終年41歲。

曾經在朱海玉咳嗽初期，提議她改當文職工作以免勞累的派出所所長文平義說：「她是個女強人，堅持要在一線。」與朱海玉一同值班的民警蔣應良則指出，每次共同當班，他都能聽到朱海玉咳嗽聲音。

當地村民也對她讚口不絕，一位村民流着淚跟記者說朱海玉為他找回被盜農用車的事。她也是一位好母親，在她入院留醫前一晚，即4日晚上，還帶着咳嗽起床為兒子蓋被子。

之前看版友分享貝德瑪在做即期品出清， 電波很弱的我就不小心手滑了… 買了身體防曬跟皙研臉部防曬， 身體防曬擦在身上又黏又油又悶，在冷氣房裡還好，這麼熱的天氣在外面簡直要悶死我了，而且還讓我黑了！不過沒有香料，正在過敏的皮膚擦了也沒什麼問題。 臉部防曬稍微好一點，但也是油+悶， 原PO臉屬中性肌，悶熱的天氣也不太會滿臉油光，但偶爾會爆幾顆痘，擦了就爆痘了!! 很努力用了兩個星期的貝德瑪後，前幾天心血來潮想擦一下之前因為覺得悶所以被我打入冷宮的歐舒丹蠟菊煥白防曬乳，居然覺得好清爽啊！ 怕悶怕油的朋友，千萬別嘗試啊！ 難怪版上沒有什麼分享文（是這樣嗎？ 以後還是乖乖買版友推薦的比較實在！ -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 116.59.227.43

半輛貨櫃車衝出高架橋邊　險釀大禍

【綜合報導】美國波士頓一輛載滿啤酒的貨櫃車，行駛在高架快速道路時疑因失速，車頭衝出路邊圍籬，幸好司機及時煞車，加上車身裝滿啤酒夠重，沒有整輛車飛出高架道路、墜入下層公路造成更大災禍。貨櫃車頭懸空吊在高架路旁，等候大型機具將車吊開，附近交通才恢復正常。

網誌好讀版 http://blog.udn.com/earnestineda/8152458 --------------------------------------------- BBS純文字 今年夏天的太陽感覺特別毒辣 我這個不愛防曬的人這一個月來也已經用了兩罐 今年真的出好多種防曬啊~ 防曬係數也都在比高的 但秉持我對肌研的愛和爬文評價 這次防曬也都買了它們家的 第一瓶買了藍色有美白功能的乳液質地 用到差不多快見底的時候 想說換換口味 所以改買白色保濕的水凝乳try try 是說另一罐凝露有PA++++感覺更威 但竟然缺貨 殘念 相信很多人不解到底這兩支有啥不同吧 畢竟長的就是雙胞胎 首先先從質地開始分享一下 白罐的玻尿酸保濕防曬水凝乳 水凝乳這罐防曬我大概才擦一個禮拜 防曬效果還在觀察中 但是我喜歡它的質地 之前不愛防曬就是因為擦了不是油膩 就是吸收了之後皮膚變很乾 而且會有很重的防曬味 像是在太陽下烤了一整天的味道 但這罐推開之後 會發現是很水潤的光澤感 之後只要再隨便推個兩三下 就可以完全推勻了 不會很冏的泛白 而且沒有詭異的香味也沒有防曬味! 擦完之後皮膚有比較滑順的感覺 不愧是以玻尿酸成分見長的品牌 簡直就像擦了身體乳液 相當保濕 藍罐的美白防曬乳液 接下來擠出我殘存的美白防曬XD 這罐倒出來顏色比較白一點 擦起來滋潤感要比水凝乳再更明顯一點點 可是推開後同樣有水潤的光澤感 也不會感覺油膩 而且同樣不會泛白 這罐與白罐的差別就是加了美白成分 係數則是兩個都做到SPF50 PA+++ 所以我上個月主要都是拿它來擦臉 怕用太快身體只偶爾擦露出來的手臂和穿涼鞋時的腳背 這罐因為擦完不會油也不會悶 所以後續不管是壓粉餅還是擦粉底液 都不會互相打架 反而感覺比較貼妝 而且我連續一個月擦它騎車上班 就算還有戴口罩 也不會悶到皮膚長痘還是怎麼樣 防曬效果也很不錯 都沒讓我曬黑或曬傷 這兩罐肌研防曬主要是質地和成分上有點小差異 藍罐美白 白罐保濕 (而且兩罐都沒加酒精 大心!) 基本上都算是不會黏又清爽的防曬 而且兩罐都還加了玻尿酸 我想美白的我以後會擦在臉上 保濕的則不客氣的拿來擦身體 現在溫度一直創新高 還在觀望的版友可以趕快入手了! -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 124.11.135.162
