【大紀元2013年08月12日訊】8月11日，2013年「銀禧盃」多倫多象棋公開賽進行了最終第6、7輪的初賽。經過激烈的角逐，王偉強7輪6勝1和積6.5分，鄭志偉5勝1和1負積5.5分同時進入決賽將爭奪冠亞軍。積5分的選手有3位，他們分別是王紅偉、林世雄及王義祥。計算對手分後，王紅偉及林世雄進入決賽將爭奪季殿軍，王義祥獲得耆英組冠軍。第五至第八的分別是積4.5分的關靄洪、夏守明、向華海和陳國平。下週8月18日（星期日）將進行決賽，屆時定會精彩紛呈，歡迎廣大棋友和象棋愛好者前往新旺角廣場觀看。

【大紀元2013年08月12日訊】（大紀元記者徐清風綜合報導）美國司法部長霍爾德（Eric H. Holder Jr.）計劃宣佈一套改革計劃，降低目前對初級、非暴力性吸毒者的嚴厲刑罰。

據《美國之音》報導，霍爾德將在星期一的講話中提到美國在1980年代反毒品立法時期出台的一系列針對吸毒者的強制性最低刑罰。這些法律規定，攜帶一定重量毒品的吸毒者首次被抓到要被判五年徒刑，這個重量限制包括100克海洛因，500克可卡因粉末或者100公斤大麻。如果重量超出，吸毒者將被判強制性10年徒刑。

霍爾德的講話預計將提出，新計劃取而代之的是讓吸毒者受到「更符合他們個人行為」的刑罰，包括戒毒治療和社區服務等，而不是針對毒品販的刑罰。霍爾德認為，目前的系統使得太多的美國人陷入貧困和監禁的循環。

目前美國的監獄中有21萬9千多名罪犯，其中有47%是因吸毒而服刑。霍爾德說，改革方案會給美國政府節省數十億美元。

毒品問題嚴重 成社會負擔

從1985至2001年，毒品問題被美國人視為美國面臨最嚴重的十大問題之一。美國是世界上最大的毒品消費國，全世界生產的毒品有60%以上輸往美國。

數據顯示，在美國，由於處方麻醉藥價格高昂且越發難以獲得，同時海洛因供應充足，10年間，自稱過去一年使用過海洛因的人數飆升了53.5%，至62萬。隨著吸毒人口的增加，美國醫療院所承擔醫療與診治相關毒癮病患的負擔也隨之加重。

多年來美國透過執法機關打擊各種毒品犯罪，雖建立一定的成效，但美國的毒品問題卻未見明顯改善，批評人士認為嚴厲的「懲治」政策效果有限。

台灣中興大學國際政治研究所國際安全與戰略專家蔡明彥分析說，奧巴馬政府採取的反毒政策為「治療為主，懲治為輔」的路線。因為長期以來執行的「懲治」政策，不僅讓因毒品犯罪入獄的人數激增，造成監獄人滿為患，且對國家執法資源造成排擠，因此奧巴馬政府開始將反毒政策的重點從「懲治」轉為「治療」，希望透過對吸毒者提供治療來遏制美國社會對毒品的需求，進而降低毒品犯罪與暴力活動。

我男友的奶奶剛過世一個月多，明天他要跟他爸爸去辦理關於遺產的問題。 今天早上他才告訴我…這是我們第一次過情人節……我知道沒辦法，但是還是有點悶！ 快兩個月了！我們的狀態都處於吵架，我道歉！無限輪迴…我愛他，只希望他少玩電動十分鐘，陪我說幾句話。最近我們大吵了一架，有點忘記是什麼原因？但…我開始小心翼翼的說話做事，我住在他家，所以他曾經對我說過…你現在是把這裡當自己家了？越來越大膽！！ 但是那時候我沒有那個意思！真的沒有！最近好不容易錄取了一份工作，但是我的身體比較不好。新人訓練的時候被傳染了腸胃型感冒！不想請假，因為結束時會看出勤成績和學習態度… 十題我只考了五十分……………每題我都會…只是因為生病！！我知道公司不管你生不生病，但是男友一直在我身邊看著，四天只吃五片白吐司、只能喝貴死人的電解質水…卻在我上班之前狠狠的打擊我一頓… 他高興的時候對我很好，不高興的時候就覺得麻煩！有時候堅持送我回家，有時候要我一個人走路回家。不懂在他心裡，我算什麼？感覺已經無法溝通了… 手機排版，很亂請見諒！ -- Sent from my Android -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 175.180.180.98

市府民政局擴大為民服務，在暑假就學貸款期間，與臺灣銀行合作設立戶政工作站，學生可以在銀行現場申請戶籍謄本，減免學生往返奔波戶政事務所與銀行之間。

市府民政局從8月14日起到9月6日止，在臺灣銀行新營分行、永康分行、安平分行、臺南分行，設立戶政工作站，現場提供戶籍謄本申辦服務。

民政局籲請民眾多加利用這項便民服務，請大家攜帶身分證、印章辦理，謄本可跨區申請，每張規費15元。
