【大紀元2013年08月11日訊】（大紀元記者蘇宇昌綜合報導）有人問多少錢可以獲取一本澳洲護照，這可是認真嚴肅的話題。

當地新聞幾乎每日都在報導來自東南亞難民搶灘的事件，一艘接著一艘載著尋求庇護的難民船飄洋過海，人們傾家盪產、不惜冒著葬身大海的風險，誓以生命換取既是澳洲的居留權。據澳洲政府數據顯示，自2013年1月至7月底，已有223條難民船抵達澳洲水域，即約有5,700人到埠。

直到日前澳洲總理陸克文毅然宣佈，將所有來自海上的非法移民送至巴布亞新幾內亞扣留中心處理。該新政策令全世界譁然，並立即惹來聯合國難民署的批評。當然工黨政府解釋說，這是杜絕蛇頭猖獗販運人口的必要措施。

澳洲給予富豪方便

另一邊廂，澳洲工黨政府卻為有錢人大開綠燈。政府自2012年11月底推出五百萬元重大投資類簽證（SIV 188），試圖以新的投資移民政策招攬有錢人入甕，即以五百萬澳幣（相當於三千五百萬港幣）作為入籍門檻。

與普通渠道的移民方式相比，新投資移民更為快捷。該新政策無年齡和語言的限制，無需打分，僅需要主要申請人在四年內在澳洲累計居住滿160天。這些優勢對於高資產的中國內地企業家頗具吸引力。

新政策一出台，即掀起一陣移民風潮。短短數月，澳洲聯邦政府就發出了數百封邀請。根據截至3月底移民部發佈的數據顯示，其總共簽發的222分邀請函中，有212分給予了來自中國內地的投資者，僅有10份給予了其他國家和地區。
當然最大的得益者是澳洲政府，這些已簽出的SIV簽證持有人應帶給澳洲逾10億澳幣的海外投資。

各個州政府對於投資移民的要求各異。紐省要求移民資金的30%或150萬澳元購買州政府債券或基金，其餘投資於澳洲的非上市公司，方可實現移民。

中國人投資澳洲房地產金額逐漸上升

澳洲政府並未對這一簽證的簽發數量設有上限。德勤事務所（Deloitte）認為，並非所有申請者都能成功獲得批准，但估計政府今後簽發的數量可能攀升至每年700份，等於每年吸引海外投資35億澳元。

有業界人士認為這一簽證明顯是針對中國人。中國人的財富近年來急劇增加，普華永道（PWC）估計中國內地目前有逾100萬百萬富翁，名下有逾1,500萬元資產的超級富豪則多達6萬人。SIV簽證的編號是188，188簽證所轉持的永居簽證則編號為888，顯然是令中國人覺得吉利的數字。貝克麥堅時律師事務所 (Baker & McKenzie)駐雪梨金融服務主管法格爾（Bill Fuggle）指出，「目前看來，（這項簽證）整件事情都明顯針對中國人。」

此外，自今年7月開始生效的移民政策，對大眾關心的技術移民、親屬團聚和僱主擔保移民有所改變。例如技術移民通過分數由過去的65分降至60分；僱主擔保移民簽證也被簡化，部份工種更獲豁免英文測試，申請年齡也放寬到50歲。◇

俄羅斯央行9日宣布，主要利率維持不變於8.25%，連續11個月按兵不動，但因預期通膨會持續減緩，顯然接下來不排除降息。

俄國央行按兵不動，令分析師大感意外。他們原以為央行鑒於俄國經濟成長降至2008-2009年金融風暴以來谷底，會展開貨幣寬鬆的政策。

俄國央行現由與總統普亭關係匪淺的納比烏林娜（Elvira Nabiullina）主持，卻一直陷於經濟成長低迷和通膨高於今年5.0%至6.0%目標的兩難局面。不過，俄國7月通膨由6月的6.9%降至6.5%，這是央行強調的正面走勢。

央行發布聲明說：「據央行預測，下半年通膨會降回到目標區間，明年也保持下降的走勢。」
