【李定宇／新北報導】一年一度台灣搖滾年度慶典海洋音樂季即將在明天登場，主辦單位新北市觀光局特別設計「勇闖海祭」電玩活動(http://playapp365.net/ntpc_seagame/)，民眾通過神人級難度關卡可抽1萬元獎金，今天還請來爆乳妹試打電玩暖身。

我想要匯出outlook express的通訊錄(csv.檔),

總共1千多筆,

要匯入另一台電腦的outlook2010,

但只能匯出不完整的通訊錄(150筆),

請問是我哪個步驟錯了嗎?

之前我匯出的檔案是WAB檔,

但outlook2010匯入時卻讀不到WAB檔,

請問是只能用csv檔嗎?

【大紀元2013年07月07日訊】（大紀元記者余平德國報導）德國2011年進行了一次人口普查，今年5月份底公佈了調查結果，德國人口只有8020萬人，比預期的少了150萬。最近，有關人口數量的後效應，尤其是對各州財政平衡具體影響的報導才慢慢出籠。簡單地說，富裕的巴伐利亞現在是更富裕了，他們以後上交的少了，多上交的還要退回來；而不富裕的柏林會更拮据，柏林今後所得到的補貼少了，多拿的錢得退回去，今後日子更得緊巴巴地過了。

對於一些聯邦州來說，這次人口普查非常貴，不但居民少了，對於各州財政平衡來說，還得另外付錢，或者退還多拿的錢，用人財兩空來形容真是非常恰當。當然有「賠」的，就有「賺」的。

巴伐利亞退回2.7億歐元

德國很多政策都是以人口為基數的：家庭政策、移民融入政策、失業金、養老金等的分配都直接與人口基數掛鉤。而對於各聯邦州來說，最直接的一個影響就是州財政平衡。

所謂的州間財政平衡制度，是指聯邦德國為了避免地區之間的經濟狀況差異過大而實行的一種強制性的財政平衡制度，即按照人均稅收為主要指標，衡量各州的財政狀況。「超標」的州要拿出部份財政盈餘支援貧困州，目的是使德國的人均稅收大體平衡。德國《財經報》報導，財政平衡的計算從2013年起，才按照人口普查的數據計算。而對於2011和2012年只是部份起作用。具體來說，人口數字對2011年的計算只佔三分之一；2012年占三分之二。但儘管如此，其後效應對某些聯邦州來說還是巨大的。

根據新的人口普查結果，巴伐利亞2011年、2012年需退回多上交的2.7億歐元，是各州中最大的贏家；萊法州可退回2.03億歐元；北威州也可退回1.3億歐元。

柏林人口蒸發18萬 虧大了

當巴伐利亞州長喜笑顏開的時候，柏林市長則愁眉不展。因為柏林的實際人口比預期的少了18萬，因此可以分得的財政補貼大大縮水。不僅如此，2011年、2012年多拿到的錢還得退回去。根據《財經報》的消息，柏林這兩年需退還4.5億歐元，是損失最慘重的一個州；巴符州也要退還1.67億歐元；漢堡1.18億歐元；薩克森州退還900萬。其它的州基本和原來一樣，差異不大。

柏林是眾所周知的「窮」地方，加上是首都，補貼的指標格外高，柏林歷來是財政平衡最大的受益者。如今18萬實際並不存在的「幽靈」人口令首都的金庫更見底了。有消息稱，柏林人對於這個人口普查結果表示懷疑，希望核實。但信息保護人士認為，這將涉及居民的信息隱私，因此拒絕了這個請求。

現在這個人口普查的後效應將對柏林人的日常生活造成甚麼影響，柏林市政府是否因此必須提高公共設施門票等來填補巨大的財政缺口，還有待觀察。

另外，人口普查對於巴伐利亞控告財政平衡政策的案子是否有影響，也不得而知。今年3月底，巴伐利亞和巴符州向聯邦憲法法院遞交了訴狀，控告財政平衡政策不合理。
