教育部：學生只有蹺課、沒有罷課

學生發起的罷課行動，參加串連人數持續攀升，教育部次長陳德華上午強調，不去上課是學生個人行為，「這叫做蹺課、不叫罷課」，在教育部的認定裡，沒有「罷課」這種說法。他指出，學生若不去上課，需依照相關規定請假，學校也應該循校內的請假規則來處理。若因蹺課造成學習落後等負面影響，學生必須自行負責。
針對部分校系採用表決方式，決定要繼續上課還是停課，陳德華指出，這樣的方式非常不恰當，而且會讓少數想上課的學生不敢說話。由老師主動提出停課也非常不妥，因為老師的工作就是授課，必須顧及每個學生的受教權。

單車違停嚴重 將加強取締

台北捷運信義線通車後，交匯點東門站及大安站進出旅客量大，不少單車族有轉乘停放自行車需求，人潮來了卻帶來嚴重違規現象，許多單車隨意停放在騎樓和人行道上，嚴重影響行人通行，市府31日起將加強取締違停，拖吊移置。
大安站附近的店家郭老闆抱怨，雖然捷運站出口有規畫停車格，但幾乎每天都爆滿，甚至有些車主貪圖方便，把車停在騎樓，占據人行道空間，又不敢挪動。
對此，北市停管處自31日起針對大安與東門站周邊執行違停自行車拖吊移置。東門站周邊，信義路北側從金山南路（向北延伸至臨沂街84巷口）至信義路2段243巷口，南側自金山南路口2段13巷口至信義路2段198巷口。
大安站周邊則是信義路北側自信義路3段147巷口至信義路4段1號，南側自信義路3段166巷口至信義路4段30巷口；復興南路東側是從1段313巷至信義路4段30巷8弄，西為復興南路1段12巷口至信義路口。
停管處提醒，考量自行車停放需求，東門站自行車停車空間月中擴充至231席，大安站356席，已有足夠空間，若民眾仍恣意停放，31日起進行拖吊移置，而地點為龍門國中地下停車場。
車主領車時須帶身分證或其他足夠證明身分的證件，及自行車鑰匙或相關證明文件，向保管場人員洽辦指認車輛，填寫領車單並拍照留存，逾4個月無人領回，將以廢棄物處理。

歐巴馬保鏢再爆醉酒醜聞

身為美國「大內侍衛」的特勤局再爆醜聞，為歐巴馬總統到荷蘭開會預先前往準備的一名特勤人員，23日清晨醉昏在旅館走廊，導致他與另外兩名同事因違規酒醉被勒令返國。
這些探員屬於總統出訪先頭部隊最精銳的反攻擊小組，專責在總統受到攻擊時全力反擊，甚至以身護主，其成員必須體能和槍法極佳。
特勤局兩年前也有12名探員在哥倫比亞酗酒召妓，並因嫖金爭執鬧得一發不可收拾。特勤局後來規定官方訪問隨行探員在執勤前10小時不得喝酒。

容安瀾：不贊同學生擾亂政府部門

針對兩岸服貿協議在國內引發的爭議，美國國務院前副發言人，現任華府智庫「史汀生中心」東亞研究室主任容安瀾表示，他身為美國人，非常尊重言論自由，但他不贊同以擾亂立法院或行政院等政府部門的行為。
