【FOCUS新聞】「簡政放權」是最大路標　大陸指向未來

今年兩會上的報告，最大亮點是網路用語，以及時下最新的名詞也納入。

像是創客，源自於英文的maker，也就是不以營利為目的，把創意變成產品，扶植創客這類的新興產業。中國大陸設立400億人民幣作為創業投資基金，創客兩個字，首度進入大陸國務院總理李克強的工作報告，成為今年的重點工作之一。

兩會殿堂報告，網路用語繼續上場，要求各級政府減少繁文縟節，提供企業便利。報告裡說，大道至簡，有權不可任性。

大陸國務院總理李克強：「互聯網、金融異軍突起，電子商務、物流快遞等，新業態快速成長，眾多創客脫穎而出。」

「創客」兩個字來自英文的maker，也是第一次出現在總理工作報告裡，但什麼是創客呢？

最原始的手推車，加上遙控系統，不必花力氣拉行李，行李也會乖乖跟在你後頭走，用創意讓生活更方便。發明這些東西的人，多半是年輕人，一個開放空間，10多人聚在一起，研發室也當會議室，更是生產工廠，大家的共同點，想到什麼馬上去做。

手掌大的遙控空拍飛機，志同道合的創客族，集思廣益下的發明，做出成品在網路上發表，火速收到4、5千張訂單，而且有95%來自海外，但畢竟不能大量生產，出貨的速度遠不及客戶按下的Delete鍵。

創客族廖興毅：「這是一個取消付款的請求，這個是，哇！這個是8月份買的，可能是我們發貨沒來得及發。」

被取消的貨款超過1萬多人民幣，想當創客族，各種難題都會遇上。

小米科技創始人雷軍：「創客呢，都是幾個人的創業小公司，他們沒有資源，他幹不了以前幹的投資驅動的大項目和大事。」

雷軍很瞭創客生態，因為自己就是從最小的地方，把小米機玩出一片天。

小米科技創始人雷軍：「5年前我們辦小米當時只有14個人，可能也沒有人相信我們能做起來，不到5年時間，僅去年我們的收入就達到743億人民幣。」

2013年首次坐進人民大會堂裡，針對網路型態的興起，雷軍今年提議，希望能改善創業環境，「創客」兩個字會被李克強寫進工作報告，其實是從深圳這間名為柴火創客空間裡，醞釀出來的。

創客族李歐亞：「他(李克強)進來以後，我們就開始跟他講什麼是創客，創客的特點在哪裡，他就說喔，這是一個新的創業的機會。」

李克強參觀過後，提出「眾創空間」概念，除打造「創客之城」的深圳外，北京、上海一併形成三大創客生態圈。

工作報告裡也首次出現了「中國製造2025」，也就是要在2025年完成工業化轉型，因此培育創客，可望從製造大國變成創造強國。

扮演積極和平主義者 日本擬派自衛隊參與歐盟和平活動

日本《共同社》3月4日報導指出，日本政府開始考慮，為歐盟（EU）部隊的國際和平合作活動，首次派遣自衛隊。日本政府希望藉此讓自衛隊參與國際行動，成為常態性做法。日本希望藉由國際和平行動之常態性參與，讓日本於聯合國維和行動PKO（Peace-keeping Operations）的框架之外，得以隨時向海外派遣自衛隊，支援相關國際活動。

日本官方人士透露指出，日本外務省和防衛省官員，預計將於下週四之前，與到訪的歐盟負責人商討此事。預計，這段期間內，日本內閣也將針對自衛隊參與海外活動範圍，以及集體自衛權等相關的法律、政策問題，做出重大決議。

《共同社》指出，根據安倍晉三首相所提出的「積極和平主義」主張，日本政府希望在建設和平領域上，對國際社會作出更多貢獻。

日本政府所考慮的自衛隊派遣，未來可能參與歐盟「共同安全與防務政策」CSDP （Common Security and Defence Policy）的組織部隊。該和平部隊，除了協助解除武裝，以及預防國際紛爭等軍事領域活動；另外，該部隊還將於國際上的選舉期間，協助維安支援工作，以及國界管理等非軍事活動，發揮正面作用。具體的先例包括有，2003年間幫助馬其頓維持治安，2013年則協助利比亞邊境地帶的支援管理工作。

該部隊係由歐盟成員國，根據實際需要提供人員、裝備，組織而成，幾年前歐盟就公開呼籲日本加入CSDP和平合作組織。去年5月，日本與歐盟代表就發曾表共同聲明，表達日本考慮參與CSDP活動的高度意願。
