將同性婚姻合法化的民法親屬、繼承篇部分條文修正案，今天上午在立法院院院會通過一讀，將交付司法法制委員會審查。修正條文中明訂，婚約應由不分性別、性傾向、性別認同之雙方當事人自行訂定。

本提案由民進黨立委鄭麗君、尤美女、蕭美琴、林淑芬、段宜康與陳其邁等人共同提出。

外界批評食品衛生管理法罰責過輕，以致不肖食品業者寧受處罰，也要大賺黑心錢。衛生福利部長邱文達上午在部務會議中指示研擬加重罰責，並在明天召開專案會議，擬將目前添加違法成分最高罰責，由1500萬元提高至3000萬元甚至5000萬元，且一罪一罰。

另外標示不實部分也將加重罰金，目前罰4萬至20萬元，未來擬提高至400萬元，等於加重百倍，同樣採一罪一罰。邱文達表示，希望透過重罰嚇阻及警告國內不肖業者，不要以身試法。

衛福部次長許銘能指出，已經啟動內部法規部門研商，一旦上路，將依違規事證重罰。

宜蘭縣頭城鎮公所為紀念當地文學家李榮春百年冥誕，明天將在李榮春文學館邀請學者舉辦座談會，歡迎民眾參與。

頭城鎮公所今天說，李榮春於西元1914年出生於頭城，1994年去逝，享壽81歲。李榮春生前為自己的理想，一生專心文學、終生不娶，將自己的生命都奉獻在字裡行間，共留下多部長篇小說，包括約60萬字的大長篇「祖國與同胞」，也有精彩描述頭城有關的短篇作品，包括「看搶孤」、「請媽祖」、「頭城的過年」與「烏石帆影」等，深具文學涵養。

鎮公所表示，李榮春去世後，他的作品才被家人在衣櫥裡發現，之後由他的姪兒李鏡明為他整理遺稿與出書。

為紀念李榮春百年冥誕，明天下午2時將在「李榮春文學館」舉辦「紀念李榮春百年冥誕－文學論述與宜蘭地域背景分析座談會」，邀請學者與作家演講，講題包括「頭城文學之寶－李榮春」、「小說體自傳的終極實踐」、「李榮春帶我來頭城旅行」，歡迎民眾前往感受李榮春文學的迷人魅力，了解頭城地域與民俗之美。

研究不孕症權威醫師李茂盛今天指出，中國大陸雖發生使用粗製棉籽油而導致不孕案例，但棉酚分子大，不會影響已受孕胎兒。

李茂盛指出，他25年來幫來自全球36個國家的不孕夫妻利用試管誕生了9000名試管嬰兒，最近食品安全亮起紅燈，許多民眾擔心黑心食品會影響生育，但他觀察，台灣不孕症主要的原因是晚婚，與食品安全及飲食無關。

先前有媒體引述李茂盛的說法，指男性每天食用1湯匙約15cc棉籽油只需1年，90%會不孕。

李茂盛日前答覆中央社訪問時解釋，所謂「日食約1湯匙棉籽油，1年後90%的男性會不孕」，資料來源是20年前世界衛生組織（WHO）的一項避孕藥品研究，當時WHO取樣來源是一些未開發國家的偏鄉地區，當地使用未精煉的粗棉籽油。

李茂盛今天進一步說明，目前在國內引起討論的棉籽油，多是精煉過的油，精煉後的棉籽油已不含棉酚，就沒有影響生殖的問題，不孕風險降低，與大陸發生不孕的案例不同。

至於孕婦在懷孕過程若吃到含棉酚的油，李茂盛說，因棉酚的分子大，不容易穿過胎盤，所以對胎兒不會有影響，對孕婦也不會產生健康問題。

台東市一名婦女為停止親生的9歲女童哭泣，拿出水果刀威脅，硬將小孩拖拉，塞入後車廂，無視小孩掙扎哭喊，硬是蓋上車廂後蓋，畫面被小朋友的表姊以手機拍下，放上網路，引起台東縣政府社會處注意，但是小孩父母外出工作，至今仍找不到人。

縣府社會處長鍾青柏說，這已經是不當管教，畫面中的婦女明顯違反家庭暴力防治法，及兒童及少年福利與權益保障法。

目前社會處已訪談鄰居、小孩學校老師，也詢問孩子，發現小朋友不想回家。鄰居透露，這名婦女脾氣很大，小孩喊餓還會載到偏闢的地方，放30分鐘再回頭載回家，小孩已不敢說餓。親戚也說，小朋友害怕回家，放學會遊蕩到非不得已才回家。

鍾青柏說，今天會緊急安置這個家庭的3名小孩，除影片中的9歲女童，還有她的兩名6歲與7歲妹妹。
