【賴宇萍╱綜合外電報導】美國財政僵局持續，就在許多公務員被迫放無薪假之際，媒體爆料，美國國務院竟趕在政府關門前幾小時，敲定了一筆高達500萬美元（約1.5億元台幣）訂單，為美國駐外大使館訂購手工水晶酒杯。

據英國《每日郵報》報導，美國國務院在9月30日，與佛蒙特州玻璃製品公司SIMON PEARCE敲定了價值達500萬美元的合約，為美國駐全球各地的大使館訂製20種不同款式、共計1萬2000多個手工水晶酒杯與吧台用品。

急著趕在美國政府關門前花大錢的單位，當然不會只有美國國務院。據美國《華盛頓郵報》報導，美國退伍軍人事務部花了56.2萬美元（1661萬元台幣）購買藝術品，美國海岸防衛隊花了17.8萬美元（526萬元台幣）修繕辦公室家具，美國農業部更在1天內花了14.4萬美元（425萬元台幣）購買碳粉匣。

全世界最頂尖的麗池酒店（Ritz-Carlton Hotel），他們的座右銘是這麼說的：「我們是一群為女士與紳士提供服務的女士與紳士。（We are Ladies and Gentlemen serving Ladies and Gentlemen.）」細細琢磨這句話，再試想自己坐在麗池酒店的華麗大廳中，不難想像，站在你身邊的服務生，是用多麼自信的姿態在服務你。

十幾年前，台灣還在摸索「服務」的風格，服務業普遍流行「僕人式服務」，對上門的客人畢恭畢敬、百依百順，就代表服務好。現在，台灣的服務業該轉型了！倡導「主人式服務」，才能培養出高度專業的服務品質，也才能讓客人擁有備受重視的體驗。

僕人，是被動接受命令；主人，是主動為客人著想。僕人常把「I am sorry」掛嘴邊；主人則總能充滿信心的對貴客說：「I can do for you」。

到餐廳用餐，我最怕遇上「講了等於沒講」的服務生。「你最推薦哪道菜？」他回答：「都不錯耶！」再問：「賣最好、廚房備料最多的菜色？」他回答：「這每天都不一定喔。」問了十幾分鐘，還問不出哪樣好，這就是典型「沒自信」的服務。有自信的服務生，他主動、他可以裁量、也能做決策，他是客人的最佳顧問，就像一位豪宅的主人，知道自家廚房炒什麼菜最拿手，知道酒窖裡哪瓶酒最陳最香。

因為肚子裡沒有「料」，僕人式服務最終只能用「討好」的心情對待客人。但要有「料」不容易，以王品集團為例，第一步要讓所有員工認同「企業文化」，讓他們有共同價值觀、有改變台灣服務業的使命感；第二步，充分的教育訓練，讓每個人都熟悉自己的專業職能；最後，是同仁自己的修為，不管是在工作期間拿到EMBA學位、跟著公司攀上玉山頂峰、騎單車環島……，突破自己這一關，自信油然而生。有這樣的準備，你不再會動不動對客人說「sorry」，客人非但問不倒你，甚至依賴你、信任你推薦的最合適餐點。

有句話說「花錢的是大爺」。今天客人上門，出來接待的是一群看來很生澀的小弟，或是抬頭挺胸的店經理，哪一種能帶給客人「我是貴客」的感覺？相信如果是你，看到店經理親自出馬服務，也會覺得很有面子吧！這就是一種「物以類聚」的心理效應。到麗池酒店，享受由優雅的女士、紳士提供的服務，不也正彰顯了客人女士、紳士的尊貴身分。

一味討好，最終不會有什麼成就；只有靠主人式服務，才能重新定義台灣服務業的風格！

（軍聞社記者莊家宏臺北九日電）中華軍史學會今天舉辦「政府遷臺後國防及建軍發展之研究」學術研討會，會中邀集多位國內研究軍事史、近代史的專家學者，透過研討會彼此交換研究心得與見解，為我國軍史研究累積豐沛能量。

　苗永慶致詞時表示，中華軍事史學會成立已十八年，致力於保存國軍史料，擴展軍事史研究領域，加強學者間的學術交流合作，藉由軍事發展的回顧與探討成果，提供國軍未來建軍備戰參考。

　此次學術研討會共計舉辦四場次，分別由前中華軍事史學會理事長趙知遠與兩位副理事長傅應川、劉維開，以及理事章長蓉等四位擔任主持人，先後提出「政府遷臺後國軍政戰制度發展之研究」等十篇論文，各場次經報告人進行論述與詮釋研究心得，探討昔日國軍軍校教育、空軍裝備、軍需動員等面向，充分彰顯出軍史學術研究的深度與廣度。
