（軍聞社記者劉德慶臺北七日電）「菲特」颱風解除陸上警報後，陸軍關渡地區指揮部今日依新北市政府申請救災兵力需求，派遣一百名兵力投入石門風景區災後復原工作，期能讓昔日遊客走訪的風景區，早日恢復原先美麗景觀。

　中颱「菲特」暴風圈清晨脫離臺灣本島，北部及基隆地區一度刮起九級強陣風，海邊也捲起五、六公尺大浪，甚至越過防波堤，所幸未造成嚴重災情；上午，國軍關渡地區指揮部接獲新北市石門區公所兵力申請需求，派遣機步一營官兵前往石門風景區，配合清潔隊，協力清理海水沖上岸邊的廢棄物及漂流木，在官兵的賣力清理下，發揮極高效率，在下午四時完成環境整理，恢復秀麗清潔景觀。

　關渡地區指揮部帶隊副營長江少校表示，早上七點多受命支援石門區石門洞風景區災後環境整理任務後，即集合一百名士官兵搭車前往，在下達安全規定，隨後各組帶往清理責任區，官兵揮汗埋頭打掃，動作相當迅速，不到中午已完成海灘漂流木及大型垃圾整理共計清運垃圾一百一十餘包、漂流木一車次，讓原先髒亂沙灘恢復原先樣貌。

　石門區區長巫宗仁對於國軍官兵的協助，十分感謝；他表示，飽受「菲特」一天一夜的強風大雨後，海邊滿目瘡痍，此時有國軍弟兄大力協助地方鄉親整理環境，足證「軍民一家」的精神。

【施旖婕／綜合外電報導】美國丹佛警方指出，日前在一處民宅中發現有4名男童，疑似遭到父母虐待，全身不僅充滿貓屎和臭味，還有生長遲緩的現象。警方現已將男童的父母逮捕。

警方表示，涉案的66歲父親史博林(Wayne Sperling)以及35歲母親貝莉(Lorinda Bailey)，虐待分別年齡為2歲、4歲、5歲、6歲的男童們。警方說，當他們進入屋內，發現這些男童身上滿是貓屎，還有濃重的煙味。而且這4名男童並非啞巴，但都沒有語言表達能力，也不懂得如何上廁所，全身髒兮兮，沒有洗澡，還有發展遲緩的狀況。

警方將史博林夫婦逮捕後，史博林堅稱自己和孩子們都可以溝通，表示沒有虐待。目前全案仍在調查中，而4名男童已被送往安置中心，進行治療和照護。

立法院今日是否可能進行施政總質詢？立法院長王金平表示，他上周五已建議是否暫緩進行施政報告與總質詢，等政局穩定，大家沉澱一下，以後再談後續怎麼進行。如果朝野有共識，未來幾次院會可以先進行法案的處理。

至於有國民黨立委建議「黃下江上」，黃世銘下台讓江宜樺上台報告，王金平表示不予置評。

行政院長江宜樺今日抵達立法院後，隨即進入議場並未停下受訪。

立法院長王金平今天被詢及行政院長江宜樺施政報告時表示，看行政院能否接受施政報告延後舉行提議，先讓政局穩定。

立法院9月17日開議，民主進步黨立法院黨團杯葛議事，提出廢除最高法院檢察署特別偵查組等條件，並要求江宜樺道歉，朝野多次協商破局，江宜樺施政報告已5度受阻，王金平上午將再召集朝野協商討論。

王金平上午步入院會議場前，對媒體提問相關議題表示，看行政院能否接受他4日所提建議，施政報告延後2、3個星期或1個月舉行，先讓政局穩定，大家沉澱一下，後續應該怎麼進行，以後再談。

他也說，如果行政院同意施政報告延後處理，朝野也談得攏，中午的程序委員會可排定11日院會開始處理其他法案。

特偵組存廢問題，昨天在立法院邁進一步，通過初審，未來將交由朝野協商討論。對此，馬英九總統定調特偵組有存在必要，民進黨立院黨團總召柯建銘表示，馬英九當然希望特偵組繼續存在作為他特務治國的爪牙，且現在特偵組飽受非議，馬總統選擇力挺，應該是認為自己的9.2％支持度還是太高。

立法院司委會多次上演柯建銘大戰黃世銘，柯建銘說，黃世銘一直在犯罪自白，說詞前後兜不攏，在這樣的狀況下，北檢若是輕輕放過黃世銘，就是民進黨最擔心的事。

對於今天行政院長江宜樺第六次挑戰上台施政報告，柯建銘表示，「沒有道歉、沒有上台」是大家都知道的通關密碼，他也否認了外傳黃世銘下台，換江揆上台的說法。

【楊勝裕／新竹報導】國慶焰火將在新竹市南寮港施放，為吸引人氣，南寮地中海今天先推出兩隻長八公尺、高五公尺的大鴛鴦，將展出一年。

不少小朋友在老師帶領下，今天前往欣賞大鴛鴦，小朋友看到兩隻鴛鴦排在地中海裡，雖不是黃色小鴨，個個仍直呼：「哇！好可愛，讚！」

市府秘書鍾光洋表示，相傳2千多年一名晉國大夫開闢花苑，有一天花匠聽到蓮池有人呼救，奮不顧身救起一名女子，不想這位女子是大夫之女。但，大夫誤以為花匠調戲愛女，將花匠打入大牢，獲救的女兒偷探並贈一件五彩寶衣，大夫得知後將花匠綁石丟入蓮池，女兒竟也跳入蓮池共赴黃泉。隔天蓮池就出現一對異色的鳥兒，雄的五彩繽紛、雌的毛色蒼褐，雙飛雙宿，世人稱為鴛鴦。

鍾光洋說：「我們希望今年這對大鴛鴦，為有情人見證堅貞不移的愛情，也歡迎民眾來南寮遇見幸福！」

高雄左營電梯故障造成2死，檢方今天下午複驗，雄檢檢察長蔡瑞宗到場慰問張父，表示等解剖報告出爐，確定死亡原因後，就會展開偵查，他承諾會盡快釐清是管委會的責任，還是電梯業者保養不當所致。

張父質疑，電梯夾到東西不是應該停止運轉嗎，但大樓電梯不但沒有，夾到他兒子後還繼續上升，電梯上升後門沒關好，害妻子踩空墜樓，電梯剎車系統竟沒列入檢測項目，他覺得這很可笑，是不專業的廠商講的話。
