中央銀行將於8月12日發行新台幣100億元的2年期定期存單（NCD），由於這是央行睽違10年後再次發行2年期定存單，也引發市場關注利率是否將反轉？對此，央行總裁彭淮南5日晚間表示，只是試試市場水溫，與升息無關。
央行5日宣布，為增加金融機構資產配置工具，並考慮市場需求，將發行2年期定期存單，並於9日投標及開標，12日發行，採複數利率標，銀行、信用合作社、票券金融公司及中華郵政公司都可投標，每一投標單位得標總額不得超過標售總額的30%。
央行指出，上次央行發行2年期定存單是在2003年7月15日，這一次在銀行的建議及考量資金情勢下，決定先發行100億元的2年期定存單，試看看市場水溫，未來另視資金情勢及金融機構需求情況，決定2年期定期存單後續發行事宜。
不過，央行上次標售2年期定存單後，央行從2004年10月1日開始啟動長達4年的升息，重貼現率從2003年6月27日的低點1.375%一路上揚至2008年6月27日的3.625%高點。
對於這是否代表利率將反轉？彭淮南5日晚間出席立法院財委會委員晚宴受訪時則表示，試一試市場水溫，與升息無關。
