國泰金控17日公布9月國民經濟信心調查結果，在國內、外政治經濟情勢的不確定因素影響下，9月景氣現況與展望樂觀指數都維持下降趨勢，投資信心也沒有起色，股市樂觀與風險偏好指數皆轉趨保守，同時，在通膨壓力反彈之下，消費意願低落。
國泰金分析，雖然歐美經濟逐步好轉，不過，在美國量化寬鬆政策（QE）縮減規模預期、新興市場動盪、敘利亞戰爭疑慮及國內電價調漲等不確定因素，民眾對景氣前景樂觀度下滑的可能原因。9月景氣現況與展望樂觀指數維持下降趨勢，下滑至-25.4與-19.8。
此外，國泰金表示，QE縮減不僅帶動美股修正，部分新興市場風險也隨之升高，8月下旬全球風險性資產皆出現較大波動。MSCI世界指數單月最高下滑達4%，美國VIX恐慌指數更由最11.8驟升至17，台股8月底時一度回落至8千點以下。受經濟及資金不確定因素影響，民眾風險偏好也未能延續前月的小幅反彈，9月股市樂觀與風險偏好指數皆轉趨保守。
同時，由於行政院長明確宣示10月將調漲電價，加上國際油價近期明顯上漲及颱風影響衝擊，可能因此帶動民眾通膨預期，國泰金說，這次物價上漲預期指數大幅跳升至85。通膨預期壓力似衝擊民眾消費意願，耐久財及大額消費意願均下滑，內需疲弱恐無力大幅推升經濟成長動能。
至於政府目前規劃中的自由經濟示範區納入金融業，國泰金調查結果顯示，有39.5%比例民眾支持該政策，反對者僅佔16.1%，但有44.4%民眾沒有意見，而且僅39.8%比例民眾有意願參與此業務，或顯示政府可加強相關政策宣導。
