立院陷空轉 政院做好報告準備

立法院又因在野黨要求行政院長江宜樺道歉未果繼續杯葛，下午能否上台施政報告仍在未定之天。不過政院官員表示，已做好「上台」的沙盤推演，除會依憲政慣例向立法院長行禮致意，施政報告開頭也會稱「王院長」。

官員也透露，立委們勢必會質問江揆，關於馬王之爭的合憲性問題，對此，幕僚連日來已廣泛蒐集學者專家的憲政見解，屆時政治學者出身的江揆，將會有一番兼具法、政專業的論述。
