懷孕24周內　代理孕母可決定是否人工流產

【蔡明樺／台北報導】立院今討論代理孕母制度，代孕者的身體自主權與委託代孕者的親權問題成為立委焦點，立委林淑芬質疑，代孕者懷孕期間與丈夫行房或行動自由是否受限；衛福部國民健康署長邱淑媞強調，開放代孕是互助精神，代孕者有身體自主權，懷孕期間需尊重其個人意願，即便在懷孕24周內合法人工流產，委託代孕者也不能干預。

多元成家議題受矚目，國健署目前規劃只要精卵其中之一來自不孕夫妻即可代孕，立委許忠信質詢時指，同性戀者能否藉由代孕制度有自己的小孩？因「多元成家」方案存在爭議，衛福部長邱文達回應：「聽取社會意見後才能決定。」邱淑提強調，代孕制度延宕9年已遭批行政效率差，現階段應先解決不孕夫妻的代孕問題，若納入同性問題會更複雜，「難道代孕又要拖10年不能上路？」
