美國參院懸賞3億 緝IS劊子手

兩名美國記者在敘利亞慘遭激進組織「伊斯蘭國」人士殺害，群情譁然，美國參議院19日通過法案，以1000萬美元（約新台幣3億元）徵求各方提供線索，協助逮捕涉及這些暴行的人，或把他們繩之以法。

法新社報導說，共和黨籍參議員魯比歐說，紀念遇害的兩名記者佛里（James Foley）和薩特洛夫（Steven Sotloff）的一個方法，就是讓殺害他們的邪惡兇手得到法律制裁，而這項法案可以協助做到這點。

魯比歐代表索特洛夫的家鄉佛羅里達州，而他表示美國必須向全世界發出訊息，顯示美國會鍥而不捨地確保殺害這些記者的兇手不能逍遙法外。

民主黨籍參議員夏欣（Jeanne Shaheen）說：「我們國家失去了兩個同胞，而我們必須盡一切所能把從事這些暴行的恐怖份子繩之以法。」

參院通過的法案，授權國務卿根據國務院1984年成立的「獎勵正義計畫」提供這筆賞金。這項法案仍需獲眾院通過，然後提交總統歐巴馬簽字施行。但這個程序可能拖到11月期中選舉過後才能進行，因為國會剛剛展開為期七周的休會。
