俄新軍事準則視北約為最大威脅

法新社報導，克里姆林宮26日公布修訂版的軍事準則，將北約列為俄國安全的重大威脅，此舉反映莫斯科與西方國家關係嚴重惡化。

這份由俄國總統普亭核定的準則譴責北約在俄國邊界增兵，且在中歐部署全球反飛彈防禦系統。

但法新社說，俄國這份新軍事準則在本質上主要仍屬防禦性質，因為準則中說，俄國只有在窮盡所有非暴力手段後，才可能以軍事行動平息衝突。
