中央氣象局表示，北台灣今天一整天偏涼，南台灣早晚涼、白天舒適；全台空氣品質這兩天不佳，外出建議攜帶口罩。

中央氣象局說，今天持續是東北季風影響的天氣，早晚氣溫較低，今天清晨各地低溫約攝氏15到17度。

氣象局表示，白天高溫預計和昨天差不多，北部及東北部約18到19度，中南部及花東則約20到25度，整體來說北台灣一整天偏涼，南台灣早晚涼、白天舒適。

氣象局指出，全台各地雲量偏多，迎風面的東半部地區有短暫雨，北部地區及中南部地區也會有局部性的短暫雨；不過，下雨的時間和量值不大，多數時間是多雲到陰的天氣。

此外，氣象局說，全台各地這兩天空氣品質不佳，外出建議攜帶口罩，也請有呼吸道系統疾病及容易過敏的民眾，還有抵抗力較弱的長者及幼童，盡量避免在戶外從事劇烈活動。

氣象局表示，東北季風影響期間，海邊的風浪較大，前往海邊活動請注意安全。

有國民黨立委提案恢復軍公教年終慰問金。民進黨團幹事長高志鵬今晚表示，此不但違法，且也顯示國民黨為了顧軍公教鐵票，竟拿年終慰問金變相買票。

高志鵬表示，當初會刪除軍公教慰問金就是因為沒有法源，如今有藍委透過主決議方式想恢復沒法源的慰問金，不但已違反「立法院對於行政院所提預算案，不得為增加支出之提議」規定，背後目的就是想鞏固軍公教鐵票，只是為了選舉。

【張渝萍／綜合外電報導】俄羅斯總統普丁9日突然宣布廢除國營的俄羅斯新聞社（RIA Novosti），並成立新媒體集團「今日俄羅斯」（Russia Today），指派親政府的新聞主播基塞約夫帶領新集團，外界普遍認為當局是藉此加強控制言論。

「今日俄羅斯」未來會把焦點放在國家政策與民生，希望合理運用媒體資源以有效對外傳達訊息。由於網路上批評普丁（Vladimir Putin） 的聲浪日益高漲，此舉被外界解讀為克林姆宮是為了重塑普丁的形象。

帶領新媒體集團的基塞約夫（Dmitry Kiselyov）以反美、反同性戀著稱，曾表示應禁止同性戀者捐血、捐器官，「他們的心臟不該拿來做移植手術用，直接燒毀或埋掉就好。」
